Overview :

The SM will be a single point of contact for coordination for project / contract issues with the USACE onsite Ordnance and Explosive Safety Specialist (OESS). The SM must be competent, experienced, and knowledgeable of the specific activities identified in this contract and will be responsible for the day-to-day management and execution of all site activities in accordance with accepted plans and specifications, performance work statement, and all applicable federal, state, and local laws and regulations.

Primary Responsibilities :

Responsible for the overall direction, planning, coordination, implementation, execution, control, and completion of specific objectives needed to complete all contractual project requirements successfully. Serve as the primary point of contact for the on-site OESS and Fort Irwin stakeholders.

• With assistance from the project management team, determine the number of personnel and level of resources required to meet the project's objectives and work with the Project Manager to ensure adequate resources are maintained.
• Oversee project staff to ensure project activities produce the required level of output needed for the overall successful delivery of all contract deliverables at the required level of quality and safety.
• Provide data to the Business / Data Manager as needed for tracking project costs, productivity, MDAS processing / management, manhours worked, and other project metrics,
• Preparing and reviewing project planning documents.
• Review and approving all site document SOPs, APP / SSHP, AHAs, Mut Manuals, and Work Plan.
• Approving and forwarding documents to accounts payable to pay vendors.
• Preparing, reviewing, and approving project reports.
• Maintaining an inventory and tracking of government-furnished equipment.
• Procuring necessary equipment and supplies.
• Preparing, reviewing, and approving timesheets, expense reports, and travel order requests.
• Resolving personnel issues with Human Resource departments of both JV partners.
• Assist in identifying project risk and help the Employer's management team with risk mitigation strategies.
• Assist Project Manager in resolving issues or requests from the USACE Project Manager, USACE OESS, and corporate and program staff.
• Take leadership role in daily briefings and weekly staff meetings.
• Preparing, reviewing, and approving data for the Daily / Weekly / Month Activity Report.
• Producing Daily / Weekly / Monthly Activity Report for approval and distribution to the USACE OESS.
• Producing Weekly Activity Summary from QC reports.
• Producing Monthly Grid completion reports.
• Receiving and distributing incoming communications
• Producing required vehicle mileage reports
• Compiling and producing annual Interim option year reports and the final contract report.
• Producing required Man-Hour Reports
• Producing DD Form 1348-1As for turn-in of hazardous and recycling materials and tracking the entire recycling program
• Coordination with Management personnel to set work schedules and allocate resources needed to achieve established priorities.
