Contracts & Agreements Specialist III / Office of Maintenance
This position provides technical support for performance-based maintenance contracts by developing and reviewing scopes of services, proposals, and specifications. The role includes conducting quality assurance reviews, supporting contract administration, contributing to training development, and assisting with updates to policies and procedures. The position also collaborates with district offices to ensure consistency and compliance across statewide asset maintenance contracting efforts.

Your specific responsibilities :
Provide technical assistance for the Office of Maintenance (OOM) and Districts on performance-based contract matters. Develop, maintain, and update template Scopes of Services, Requests for Proposals, monitoring plans, manuals, and user's guides for performance-based contracts. Review and provide recommendations on changes proposed to policies, procedures, schedules, rules and standards. Update and maintain the Asset Maintenance (AM) Division I specifications to be included in AM Scope of Services.
Provide a thorough and comprehensive review of all project-specific performance-based scopes and Requests for Proposals submitted by the districts for use in AM Contracts and Best-Value Performance (BVP) Contracts. Provide a thorough and comprehensive review of all performance-based modified special provisions submitted for use in maintenance contract specifications packages. Perform District Quality Assurance Reviews (QARs) of asset maintenance contracts to ensure compliance with policies and procedures by analyzing and reviewing Asset Maintenance Contractor Performance Evaluation Reports (AMPERs), contract records, assessment of deductions, supplemental agreements, and district processes established to ensure compliance with policies and procedures and accuracy and completeness of contract records. Collaborate on the development of new training and updates to existing training for asset maintenance contract administration. Review, recommend, and update the Asset Maintenance Performance Evaluation Rating (AMPER) and subject training for Asset Maintenance contract managers. Collaborate in the development of topic specific standard language for use in statewide AM contracts.
The successful candidate will have the following required knowledge, skills, and abilities :
Knowledge of : SharePoint, Department Standard Specifications for Road & Bridge Construction, Maintenance Specifications, and Special Provisions.
Skills in : reading comprehension, information gathering, communicating clearly in written and spoken English, writing, project administration / management, and Microsoft Professional (Excel, Word, Outlook, and PowerPoint.)
Ability to : learn and become proficient in Performance-Based Contracting principles, implementing contract programs, conduct training and speak before groups of people, research and analyze complex documents, create and analyze complex spreadsheets, coordinate and chair meetings, meet deadlines, and work independently. Become knowledgeable in the following; Roadway Characteristics Inventory (RCI), Maintenance Rating Program (MRP), Florida Statutes (primarily Chapter 337), and Florida Administrative Code Rules. This position will be required to respond before, during and following emergency situations.
Minimum qualifications :
Obtained a High School Diploma or Certificate of High School Equivalency.
