Recovery Supervisor

SUMMARY

This position oversees and provides direct supervision for countywide Drug and Alcohol Recovery Supportive Services, including Recovery Houses, through contracted and subcontracted providers. Responsibilities include program development, technical assistance, and ensuring compliance with all state and county contracts, licensing, and reporting requirements. This role supervises both technical and clerical staff as needed and functions independently under general supervision with progress reviewed through regular check-ins and reports. Has the responsibility to lead, evaluate, hire, and educate team of staff.

Reports directly to the Office of Drug & Alcohol Administrator.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Supervise staff supporting the administration of recovery programs, including performance management and training.
• Promote recovery and resiliency through provider meetings, community education, and technical assistance to stakeholders.
• Serve as liaison among the County Office, institutional settings, community providers, and human service agencies.
• Conduct site visits and program evaluations to ensure compliance with federal, state, and local regulations using DDAP and internal monitoring tools.
• Foster collaborative relationships with providers, DDAP, OMHSAS, Managed Care Organizations, and other community partners to enhance program effectiveness.
• Collaborate with Behavioral Health Managed Care Organizations to develop protocols for integrating Recovery Houses into discharge planning.
• Develop and maintain a recovery services database for tracking initiatives and reporting.
• Coordinate countywide recovery program meetings to communicate updates and provide technical assistance.
• Review referrals and oversee subsidy notifications and program compliance activities for Recovery Houses.
• Process state monitoring reports and assist leadership in provider decision-making; attend State licensing exit interviews as needed.
• Assist in drafting Requests for Proposals (RFPs), Statements of Work, and contracts for new and existing services.
• Recommend and support internal management systems to providers for contract and policy compliance.
• Assess provider training needs and coordinate relevant training through the State's Training Management System.
• Represent the department at community events and serve as liaison on committees and workgroups.
• Assist the public in accessing services within the D&A network and related funding sources.
• Develop and recommend policies and procedures for implementation by the SCA administrator.
• Perform other duties as assigned.
