Annual Salary Range : $42,956.18 - $55,590.35. A Competitive Area Differential (CAD) additive in the amount of $1,268.80 will be added to the annual salary.
Audit and processes contract / written agreement payments for accuracy, completeness, and compliance with Florida Statutes, Florida Administrative Code, directives, policies, procedures and generally accepted accounting principles. Ensure the proper accounting of tangible personal property, construction work-in-progress, buildings, building improvements, non-building improvements, and land improvements acquired by the Department and managed the District. Coordinate and conduct yearly inventory including scanning of decals, reports of discrepancies, and missing, lost and destroyed items within the timeframe of the procedure. Assist cost centers in the inventory process to assure it meets established deadlines. Maintains property pending file in Florida Accounting Information Resource (FLAIR) for items that need to be assigned a Non-Highway Fixed Asset (NHFA) number or delete from files if criteria not met. This file should be cleared out weekly. Assigning NHFA number for items that meet criteria upon receipt of Property Management Report (PMR). Make all transfers and corrections to property files. Audit payment documents including utility invoice transmittals, right of way invoices, purchasing card transactions, travel and individual reimbursement vouchers, and MyFlorida MarketPlace (MFMP) for accuracy, completeness, and compliance with Florida Statutes, Florida Administrative Code, directives, policies, procedures, and generally accepted accounting principles. Resolves contract / invoice issues and / or discrepancies with project managers. Provides assistance / training to project managers and consultants concerning the agency's invoicing procedures and invoice formats. Provides information to project managers with detailed contract payment information as requested. Audit electronic contract invoices and review new contracts, processed in the Consultant Invoice Transmittal System (CITS), for mathematical accuracy, and compliance with Florida Statutes, and Department of Financial Services and Department of Transportation policies and procedures. Maintains records of contract / supporting documents and updates payment ledgers for transactions processed on contracts. Reconcile payment ledgers against Florida Accounting Information Resource (FLAIR) encumbrance balance. Prepares and records adjusting entries as necessary. Secure, transmit and deposit receipts to the Cashier's Office using the Receipt Processing System (RPS) and according to departmental guidelines.
Knowledge of : General office equipment, Microsoft Word and Excel, office procedures and practices, basic filing practices, accounting principles, practices and procedures, an accounts payable system and payment processing, contract terminology and statutory regulations. Skills in : Performing work that requires a high level of attention to detail, good customer service, auditing, organizing records, handling multiple tasks, and handling interruptions. Ability to : Organize and file materials, use a personal computer and email, research unidentifiable invoices / documents, sort, distribute and maintain fiscal records, follow oral and written instructions, establish and maintain working relationships with customers, work in a team environment with shared tasks, perform basic arithmetic calculations, work independently and prioritize work assignments to meet deadlines, communicate effectively orally and in writing, analyze and interpret accounting data, applicable rules, regulations, policies and procedures, deal with internal and external customers in a prompt, professional and courteous manner, review documents for accuracy and completeness, work timely and accurately under pressure and handle difficult situations.
Three years of professional business work experience required in accounting and / or auditing. An associate's degree can substitute for two (2) years of the required work experience.
