Position Summary

Reporting to the Director of Operations and Procurement, the Contract Manager is responsible for reviewing, developing, and managing contracts to ensure compliance with all applicable laws, regulations, company policies, and funder requirements. This role oversees the full solicitation process and provides audit oversight for all organizational audits both programmatic and fiscal by ensuring timely, accurate, and organized responses to auditors. The Contract Manager also provides guidance to staff in the preparation of contract documents and manages contracts related to internal audit services.

Essential Functions

• Review contracts to ensure compliance with relevant laws, regulations, policies, and funding requirements.
• Oversee solicitation management processes, ensuring adherence to procurement laws and organizational policy.
• Provide oversight and coordination for all organizational audits (programmatic and fiscal), ensuring timely and accurate responses to auditors.
• Manage third party contracts for internal audit services; ensuring deliverables are met. and ensure deliverables are met.
• Identify opportunities for process improvement to increase efficiency and ensure compliance.
• Maintain awareness of changes in federal, state, and local contracting regulations, particularly California contract law.
• Review and evaluate proposed vendor bids in collaboration with the Director to determine contract awards.
• Evaluate proposals to ensure compliance requirements are met.
• Review contract solicitation terms and interpret agreement terms and conditions and identify potential issues.
• Ensure all documents are managed and systematically updated.
• Ensure adherence to all regulations and regulatory guidance (e.g., Code of Federal Regulations, California Employment Development Department Workforce Services Directives, U.S. Department of Labor Training and Employment Guidance Letters).
• Ensure contracts comply with all applicable laws, policy and regulations, preventing potential legal issues and penalties.
• Develop and implement standardized contract templates and processes to streamline workflows and ensure consistency.
• Implement workflows for efficient review and approval of contracts by relevant stakeholders.
• Identify risks and areas of concern in contract terms and conditions.
• Conduct annual vendor review in SAMs.
• Perform other related duties as assigned.

In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
