Utah Work Incentive Planning Services (UWIPS) Program Coordinator

The Utah State Office of Rehabilitation is seeking a motivated and skilled professional to manage the Utah Work Incentive Planning Services (UWIPS) Program Coordinator. This administrative-level position reports directly to the Assistant Division Director of the Vocational Rehabilitation (VR) Program and is responsible for overseeing UWIPS operations, including the provision of benefits counseling, disability work incentives, and savings plan services. The role also includes programmatic monitoring and outreach for the ABLE Utah Savings program. Additional responsibilities include supervising program staff, directing day-to-day operations to ensure high-quality service delivery, developing community partnerships and initiatives, evaluating program effectiveness, and implementing improvements to enhance service outcomes.

Principle Duties The UWIPS Program Coordinator will perform the following duties :

  • Oversees operations, personnel, and the delivery of statewide work incentive counseling services.
  • Assists staff in providing work incentive counseling, technical assistance, and training.
  • Oversees the Utah ABLE program, coordinating with STABLE Ohio and national partners to maintain current information and enhance outreach efforts.
  • Directs and assists with the development, writing, and monitoring of contracts to ensure compliance with applicable federal and state laws, regulations, agency policies, and standards.
  • Plans and manages projects and programs, including developing and reviewing plans, recommendations, and findings.
  • Ensures compliance with all applicable federal and state laws, regulations, and agency rules, standards, and guidelines.
  • Establishes goals and priorities, manages resources, develops strategies and approaches, monitors progress, evaluates results, and makes informed management decisions.
  • Supervises assigned staff, including hiring, assigning and monitoring work, providing training and performance evaluations, and initiating corrective or disciplinary actions as needed.
  • Develops, monitors, and manages program budgets, including allocations, expenditures, and projections.

Minimum Requirements The model applicant for this position is someone who :

  • A minimum of two years of supervisory experience, demonstrating the ability to lead, support, and develop staff.
  • At least two years of directly related experience providing benefits counseling, work incentive planning, or vocational rehabilitation services.
  • A bachelor's degree in social or behavioral sciences, or a related field.
  • Strong communication and collaboration skills, with the ability to build effective partnerships across programs and community organizations.
  • Proven organizational and problem-solving abilities, with a commitment to continuous improvement and service excellence.
  • Training and certification in work incentives counseling preferred.
