ASIP Subject Matter Expert (SME)
Location : Remote (Full-Time)
Salary : $90-$125K
This ASIP Subject Matter Expert (SME) role will support modernizing the Army Stationing and Installation Plan (ASIP) system, improving data accuracy and usability, and aligning ASIP with Army force management and planning needs. The SME will collaborate with technical teams and Army stakeholders to ensure ASIP enhancements meet mission-critical requirements and support enterprise-level decision-making.
Duties and Responsibilities :
- Lead ASIP process improvements, including contractor UIC integration and TYPCO designation refinement.
- Support ASIP data integration, including quarterly updates, discrepancy reconciliation, and authoritative data alignment.
- Develop and deliver ASIP documentation and training for various user groups, including garrison staff and senior leaders.
- Serve as liaison between technical teams and Army stakeholders to ensure ASIP modernization aligns with operational needs.
- Provide expert analysis and advisory support for ASIP-related planning, programming, and reporting activities.
- Participate in Agile development cycles and provide feedback on system prototypes and enhancements.
- Provide data and subject-matter expertise to inform ASIP system integration with RPLANS and other Army systems using shared data models and microservices.
Requirements :
Required Qualifications :
U.S. Citizen5+ years of experience in developing / implementing research, analysis and data integration of complex Department of Defense force management datasets.5+ years of data processing experience in Microsoft SQL Server / Azure SQL databases, including high proficiency in writing efficient SQL queries, stored procedures, functions, etc. for complex data tasks.Strong working understanding of data modeling principles and methodologies with demonstrated knowledge of data governance frameworks and compliance regulations.In-depth understanding of Army force management, stationing policies, and organizational data (UICs, STACOs, ARLOCs).Experience developing and delivering training for Army systems and stakeholders.Strong communication skills and ability to collaborate with technical and functional teams across multiple agencies.Desired Qualifications :
5+ years of experience with full-lifecycle development methodology, including design and implementation of ETL processes to establish and improve data pipelines.Experience with ASIP system and program support, including system workflows, data structures, and quarterly lock cycles.Experience with RPLANS, including knowledge of RPLANS data use in master planning and Military Construction (MILCON prioritization) and facility allowance algorithms.Experience with Microsoft Power Platform : Power BI, Power Apps, and Power Automate.In-depth knowledge of Army real property systems including HQIIS and real property Accountable Property Systems of Record (APSRs) such as GFEBS.Prior experience supporting HQDA G-9 or similar Army organizations.Active Secret clearance (preferred but not required).Ability to travel occasionally to the National Capital Region (NCR) for stakeholder meetings.Areli is an equal opportunity employer.
