Program Management Manager

ESSM is seeking a Manager, Program Management to partner with the Launcher Program Leadership to drive execution of program plans across IPTs, drive proposal efforts, and support growth activities.

The ESSM Program Manager is responsible for program coordination, control, and direct engagement with the program team, functional partners, and foreign & domestic customers in pursuit of day-to-day program execution; advocating Program Management (PM) plans, processes, and business objectives; and the implementation of PM best practices. The role will also be responsible for leading cross-functional proposal efforts, including collaboration with any defined ESSM proposal support.

This is an onsite position at our Tucson, AZ facility. Relocation Assistance Is NOT Available.

What You Will Do :

  • Display strong communication, influence management, and presentation skills, and comfortable interaction with both internal and external stakeholders at all levels of leadership.
  • Support establishment of standards and an executable program baseline using the approved business model and management tools.
  • Support the program risk and opportunity process, in accordance with specific financial goals and obligations.
  • Support daily program management and cadence such as risk review boards, customer reviews, IPT / CPT reviews, failure review boards, program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments.
  • Prepare, revise, update and monitor required documentation and analysis in compliance with contract requirements and RLPM (Raytheon Lifecycle Program Management), such as gate reviews and the GEM tool, the program earned value management system (EVMS), and both corporate- and business-level policies and procedures.
  • Capture and track program action items and work with action owners to ensure timely satisfactorily closure of actions.
  • Monitor adherence to program budgets, plans, and schedules
  • Work closely with IPT leads and functional support personnel to support day-to-day program execution managing deliverables, and supporting future business, while recommending and implementing best practices as warranted by program execution situations.
  • Support the development of proposals to fulfill customer requirements.
  • International and domestic travel will be required.

  • Qualifications You Must Have :

  • Typically requires a University Degree or equivalent experience and a minimum of 8 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 5 years' experience
  • Prior Program, Product, and or Project management experience
  • Qualifications We Prefer :

  • Raytheon Program Management certification at level 6, or ability to achieve within 6 months.
  • Experience leading cross-functional teams (to potentially include Engineering, Contracts, Finance, Procurement / Supply Chain, Manufacturing / Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions) - preferably in the Aerospace and Defense industry.
  • Experience with financial analysis tools and project management tools and / or systems. Work managing a project or program budget preferred.
  • Prior experience supporting, preferably owning and driving, program execution needs while balancing technical, cost, and schedule constraints in support of development, production, and / or sustainment programs, preferably in the global aerospace and defense industry
  • Experience developing and reviewing cost proposals and developing gate packages for management review and approval.
  • Experience with Azure DevOps (or similar tool) to manage project status in an Agile environment.
  • Experience supporting Global Trade regulatory compliance in relation to exports of ITAR, EAR, or Commerce controlled hardware, data, and services. Prefer experience on an international program.
  • Working knowledge of contract formation, execution, management, and / or closeout
  • Experience conducting international business and managing cross-cultural communication.
  • Product lifecycle management experience
  • Experience leveraging the following Soft skills : Critical thinking, Conflict Resolution, and Change Management
