Peninsula Clean Energy is the community choice energy program (known as a "CCA") for San Mateo County and portions of Merced County. Peninsula Clean Energy's customer base includes approximately 310,000 accounts, serving a population of 800,000, with a total electrical load of almost 4 million megawatt-hours.
Our mission is to reduce greenhouse gas emissions by expanding access to sustainable and affordable energy solutions. This includes providing cleaner power at lower rates with virtually GHG-free power as its standard power service. We have aggressive decarbonization goals including delivering 100% renewable energy on an hourly basis by 2030 and supporting its service territory in reaching comprehensive decarbonization for transportation and buildings by 2035. We are making significant and growing investments to advance these objectives, providing a full spectrum of programs and pilots to serve the community.
The Regulatory Analyst / Senior Regulatory Analyst is an important member of the Regulatory Policy team. The Regulatory Policy team has a wide range of responsibilities related to interfacing with and advocating before state and federal regulatory agencies on behalf of Peninsula Clean Energy. Peninsula Clean Energy is a load-serving entity that is regulated by its Board of Directors as well as in-part by various state agencies, primarily the California Public Utilities Commission (CPUC). As Peninsula Clean Energy's programmatic and renewable energy procurement efforts continue to grow, the complexity of advocating for the agency's interests grows as well.
The Regulatory Analyst / Senior Regulatory Analyst works under the direction of the Senior Director of Regulatory Policy and supports other managers and leadership at Peninsula Clean Energy across its departments. In this capacity, this person has a wide range of responsibilities, primarily advocating for Peninsula Clean Energy's interests in regulatory forums. The Regulatory Analyst / Senior Regulatory Analyst frequently interacts with other departments within the agency, in particular the Power Resources, Energy Programs and Innovation Strategies teams, to leverage their expertise to inform the agency's advocacy and compliance in applicable matters. This person will also routinely interface with our sister Community Choice Aggregation (CCA) agencies through the California Community Choice Association trade organization.
The ideal candidate will have a minimum of 3 years of first-hand experience in results-oriented advocacy before the CPUC, a high degree of personal initiative and collaborative spirit, a natural inclination toward organized processes, a keen attention to detail, strong written and verbal communication skills, and a strong personal connection to Peninsula Clean Energy's mission and objectives.

The Regulatory Analyst / Senior Regulatory Analyst will be responsible for specific advocacy objectives within assigned subject matters. The Analyst or Senior Analyst is expected to possess and develop significant subject matter expertise in regulatory advocacy, with a focus on developing, writing, project managing, coordinating, and submitting regulatory filings to the California Public Utilities Commission (CPUC) and potentially other California regulatory agencies. We are looking for someone who is highly organized, collaborative, personally motivated, keenly attentive to detail, clearly communicative and able to manage multiple projects that depend upon timely participation by multiple stakeholders.
