Legislative Liaison

Operations & Policy Analyst 3 Legislative Liaison Oregon Department of Transportation External Affairs Government Relations Section Salem

This position is open for recruitment and fully funded following the 2025 Special Legislative Session.

The role :

We are recruiting for a legislative liaison to join our team in Salem! In this role, you will work collaboratively with the Government and External Relations Group, ODOT divisions and leadership teams to support our agency's work and overall mission and goals before the Oregon Legislative Assembly. A day in the life :

  • Review bills, amendments and legislative measures to determine agency impacts and evaluate potential effects on agency programs and budget.
  • Draft briefing papers, memos and reports that provide clear recommendations and actionable insights.
  • Prepare, review and deliver agency testimony before the Oregon Legislature.
  • Drive the development of legislative concepts to support agency priorities, improve program efficiency and align with priorities.
  • Assign bill reviews and impact analyses to subject matter experts and review analyses submitted by subject matter experts.
  • Monitor progress of legislative measures.
  • Collaborate with the director of external affairs, other legislative liaisons, divisions and executive branch agencies to advance agency positions and represent policy and budget interests.
  • Following each legislative session, oversee the implementation of legislation and rulemaking or policy-development activities.
  • Perform constituent casework, track timelines and write and review required reports.
  • Regularly meet with assigned divisions to provide legislative updates and partner on overlapping issues.
  • Assemble work groups and subject matter experts to facilitate the resolution of legislative issues.
  • Collaborate with agency staff to develop and maintain our agency's legislative handbook, develop materials and deliver training, answer questions and educate staff about the state legislative process.
  • Work in an office environment with hybrid work options available and occasional travel required.
  • Schedule varies depending on the demands of the legislature.

  • Minimum qualifications :

    Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification. OR A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

    What we'd like to see :

  • Experience with the Oregon state legislative process at an executive branch agency.
  • Demonstrated ability to analyze legislation and policy proposals.
  • Ability to synthesize complex information from multiple sources into clear, concise written analyses, briefings or presentations.
  • Skilled at working productively across agency divisions, managing competing priorities and deadlines, and adapting to evolving legislative and organizational needs while maintaining accountability for results.
  • Understanding of complex political, social and policy factors that influence legislative priorities and actions.
