Job Description
This Lead Operations Attorney position will manage the administration, direction, and coordination of a team of attorneys who provide legal support for the general operational needs of DHHS. The Operations Legal Team provides advice and counsel to management and programs on various matters including contract law, government procurement, and federal grant administration. The team also represents DHHS in employment matters; develops responses to tort / contract / miscellaneous claims made against DHHS; collects debt on behalf of DHHS; and assists in the handling of discovery, public records responses and records retention.
Responsibilities of the Lead Operations Attorney include supervision, management, and mentoring of the team’s work goals and performance, as well as ensuring consistent application of administrative policies, procedures, and legal requirements.

Requirements / Qualifications :
Minimum Qualifications : Three years of experience as an attorney practicing law and providing legal services such as preparing and trying cases, advising clients, and / or interpreting laws or administrative policies.
Legal Requirements : In accordance with Section 7-101, Nebraska Revised, Reissued Statutes of l943, incumbents in this class must be admitted to the Nebraska Bar.
Preferred Qualifications : Experience managing or leading legal staff or legal operations. Experience with contract law; federal, block, or state grants; public contracting; software licensing agreements; Experience with employment and labor relations.
Knowledge, skills and abilities
Excellent legal research and communication skills. Ability to interpret and communicate the legal effect of transactional documents; analyze the application of relevant law to specific facts; recognize the impact of developing legislation and case law on the agency and its programs; and interpret complex federal and state constitutional, statutory and regulatory law. Ability to formulate legal opinions and recommendations based on legal research and investigations; conduct or coordinate legal research interpret and apply statutes, case law, decisions of judicial and administrative hearings, and administrative rules and policies; assign and evaluate work of assigned staff.
