Main Purpose of Job
The Chief Financial and Operating Officer (CFO / COO) provides executive leadership and oversight of all fiscal and operational functions at the Maryland School for the Deaf, ensuring sound financial stewardship of the agency’s budget and efficient management of school resources across both campuses. This role directs and coordinates all fiscal operations, develops and presents the operating and capital budgets to the Board of Trustees, and represents the school before the Department of Budget and Management (DBM), the General Assembly, and other state agencies. The CFO / COO also oversees capital projects, procurement, IT services, grant compliance, as well as the oversight of administrative team managing operational support services including maintenance, housekeeping, dietary, stormwater management, fleet operations, and facility safety, ensuring compliance with state, federal, and licensing requirements. In addition, the position supports labor negotiations, supervises key administrative departments, and serves as ADA Coordinator to maintain accessibility across both campuses. By integrating financial management, operational oversight, and compliance responsibilities, this role is central to advancing MSD’s mission and sustaining a safe, efficient, and future-focused learning environment for students, staff, and the broader community.
Responsibilities
Minimum Qualifications
Education : Bachelor’s degree from an accredited institution in accounting, business administration, public administration, finance or a related field.
Experience : Seven years of progressively responsible management experience in financial administration, budgeting, or operations.
