Facilities Manager
The City of Cocoa is seeking a Facilities Manager to administer, direct, and manage two cost centers : Capital Projects Administration and Facilities Maintenance. The position integrates the missions of the two cost centers in order to ensure efficient and effective facility construction and maintenance of city owned facilities, including the buildings and other areas.
The Facilities Manager provides leadership and guidance to Capital Projects Administration and Facilities Maintenance by providing long range planning, organization, scheduling, staffing, information management and budget management.
The work is generally light to medium and may require exerting in excess of 40 pounds of force rarely and up to 20 pounds frequently to move objects. Additionally, the following physical abilities are required :
- Balancing : Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, or slippery surfaces.
- Climbing : Frequently ascends or descends ladders, stairs, scaffolding, or ramps.
- Crawling : Ability to frequently move on hands and knees or hands and feet.
- Crouching : Ability to frequently bend the body downward and forward by bending leg and spine.
- Feeling : Ability to perceive attributes of objects by touch.
- Dexterity : Primarily with fingers, as in picking, pinching, or typing.
- Grasping : Applying pressure with the whole hand.
- Handling : Picking, holding, or otherwise working with the whole hand.
- Hearing : Ability to hear and understand at normal speaking levels with or without correction.
- Kneeling : Ability to frequently bend legs at knee to come to a rest on knee or knees.
- Lifting : Ability to lift and move objects
- Mental Acuity : Ability to make rational decisions.
- Pulling / Pushing : Ability to occasionally move objects up to 100 pounds.
- Reaching : Ability to frequently extend hand(s) and arm(s) in any direction.
- Repetitive Motion : Substantial movements (motions) of the wrist, hands, and / or fingers.
- Speaking / Talking : Ability to communicate clearly, accurately and concisely through speech.
- Standing : Particularly for sustained periods of time.
- Stooping : Ability to frequently bend body downward and forward by bending spine at the waist.
- Visual Acuity : Ability to perform activities such as : preparing and analyzing data and figures; transcribing; viewing a computer terminal; and / or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
Knowledge, Skills and Abilities :
Ability to lead, motivate, evaluate, and counsel staff; ability to plan, organize and monitor staff activities according to priorities, established schedules and deadlines.Knowledge of project funding, financing, and budgeting.Knowledge of facility maintenance and construction / civil engineering principles.Knowledge of the principles, practices and procedures of public and business administration as applied in a large organization.Skill in using personal computer, engineering applications, and data and business management software in performing duties.Ability to organize, analyze, interpret and evaluate problems and provide practical, cost effective solutions; ability to manage multiple priorities; ability to communicate effectively with customers, co-workers, contractors and the general public, both orally and in writing.Education and Experience : Graduation from an accredited (4) four-year college or university with a degree in building construction, business or public administration, construction administration and management, or related field; and / or (5) five or more years of progressively responsible related experience in management, planning and administration of capital construction projects and or facilities maintenance including supervisory experience; or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Special Qualifications : For positions requiring the operation of City vehicles, must possess a valid current Florida drivers license, or be able to acquire one within 45 days of hire.
