SUMMARY
Responsible for performing complex, high-level general accounting duties under the direction of the assigned supervisor. This role applies extensive experience to ensure the integrity and accuracy of financial records.

DUTIES AND RESPONSIBILITIES / ESSENTIAL FUNCTIONS
This position is assigned to serve in one or more accounting areas within the Finance Office, including but not limited to : Accounts Payable, Fixed Assets, Insurance, Payroll, Program Accounting (includes budgeting, monitoring, and reporting), Quality Assurance, Retirement Plans, and / or Treasury.
Prepare and analyze accounting records, financial statements, and reports to ensure accuracy and conformance to standards
Develop, maintain, and analyze budgets, preparing periodic reports that compare budgeted costs to actual costs.
Exercise independent judgment to perform complex tasks and resolve accounting issues with minimal supervision.
Appropriately communicate status of tasks to supervisor.
Serve as a technical resource for peers, junior staff, and program staff, explaining complex accounting concepts.
Act as a primary point of contact for advanced financial inquiries from employees, management, vendors, and funding agencies.
Conduct high-level reviews of source documents (invoices, purchase orders, contracts) to ensure compliance with procurement policies and provide corrective recommendations.
Complete and submit reports for assigned duties to appropriate parties by stated deadlines.
Design and maintain analytical Excel models and worksheets for data integrity and system import.
Develop and update presentation materials and assist in conducting the presentations.
Prepare and review complex, non-routine journal entries and maintain supporting documentation.
Maintain organized electronic and hardcopy files.
Lead the annual external audit process by preparing detailed audit schedules and responding to auditor inquiries.
Lead the development and execution of the cost allocation plan, ensuring compliance with federal cost principles (e.g., OMB Uniform Guidance).
Lead the preparation and review of complex monthly / quarterly account reconciliations, investigating and resolving variances promptly.
Review and follow-up on outstanding checks.
Validate and audit payroll processes by thoroughly reviewing time records and associated documentation to ensure strict adherence to all applicable labor laws and funding source requirements.
Review data and compile it into accurate financial reports for billing purposes.
Perform detailed compliance reviews of transactions, processes, and internal controls to verify adherence to federal / state regulations and grant requirements (OMB Uniform Guidance).
Trace general ledger activity to supporting documentation and resolve irregularities.
Travels for agency business using reliable transportation.
Maintains regular attendance and punctuality.
Works evenings and weekends as required.
Performs other duties as assigned.

OTHER QUALIFICATIONS :
Professional certification, in good standing (such as Certified Payroll Professional or CPA) desirable.
Knowledge of financial and accounting principles and practices (with preference in grant reporting and related governmental regulations) and procedures.
Proficient in Microsoft Office and modern accounting systems / applications, web-based software as a service, and data entry experience in accounting environment.
Written and verbal communication skills are articulate and appropriately persuasive.
Organizes, manages and prioritizes work to ensure established deadlines are consistently met.
Strong analytical skills.
Willing to work non-traditional hours and days to meet the needs of this position.
Maintain valid California driver's license and the minimum auto insurance as required by state law, or reliable transportation. For those driving agency vehicles, must maintain insurability under agency policy.
