Chemical Weapons Convention Program Analyst II

Naval Treaty Implementation Program (NTIP) Support

This position is intended to provide strategic analysis, research, exercise development, and program management support for the Naval Treaty Implementation Program (NTIP). The work for this position will be located at the Washington Naval Yard, Washington District of Columbia (D.C).

Job Responsibilities

• Oversee employees on the Chemical Weapons Convention (CWC) Teams
• Support the CWC Challenge Inspections (CI) Assistance Team
• Assist in the planning, facilitation, and observation of training and exercise events
• Complete the NTIP CWC Certification Program via Joint Knowledge Online
• Ensure milestones and deliverables are met on time and according to required completion criteria
• Maintain existing Department of the Navy (DON) CWC CI related documentation and assist with updating or rewriting documentation as required
• Discuss all relevant aspects of each program / project and provide a comprehensive analysis of the specifics of each program / project and why it may or may not be constrained by an arms control treaty or agreement or U.S. policy
• Participate in CI's anytime and anywhere the inspection is called.
• Participate in CI exercises at a Navy or Marine Corps facility to ensure DON is adequately prepared
• Assign and track tasks, log team activities, communicate, and conduct other team business
• Work with the Government to identify and assign qualified personnel to critical functions in support of the assistance team who must be available to deploy to an affected DON installation as directed
• Assist NTIP staff to prepare modular, multi-phased instructional products, training plans and exercises ranging from classroom tutorials to small team-size field training, to full-scale multi-day exercises
• Support the planning, facilitation, execution, and assessment of CIs and CI training events and exercises, to include preparing and delivering daily situation reports and after-action reports for meeting support
