We are seeking an experienced Senior Project Manager (PM3) to support a large-scale, multi-year modernization effort for a major enterprise organization within the public sector. The role operates within an Enterprise Portfolio Management Office (EPMO), collaborating closely with business stakeholders, IT teams, and vendor partners to deliver a complex legacy system modernization program.
The ideal candidate is a proactive, detail-oriented professional with deep experience managing enterprise-level IT initiatives involving multiple vendors, formal governance, and Commercial Off-the-Shelf (COTS) technology integrations. This position requires a hybrid work schedule with two days onsite weekly.
Key Responsibilities
Manage all aspects of project delivery, including scope, schedule, cost, quality, resources, and risk management.
Utilize project portfolio management tools (e.g., Clarity) and MS Project to plan, monitor, and track project progress.
Prepare detailed project documentation, reports, and presentations for executive, technical, and business audiences.
Drive stakeholder engagement and maintain effective communication with sponsors, teams, and leadership.
Oversee and maintain project artifacts including :
Project Charters, Schedules, Budgets, and Communication Plans
Risk and Issue Logs, Change Requests, and Corrective Action Plans
Status Reports and Project Closeout Summaries
Ensure compliance with established PMO governance and systems engineering methodologies.
Manage multi-vendor relationships, ensuring accountability for deliverables and adherence to contractual obligations.
Facilitate project reviews, change management processes, and transitions between project phases.
Collaborate across departments to align dependencies and ensure integrated delivery across technical and business domains.
Requirements
Required Qualifications
7+ years of in-depth knowledge and experience in IT project management, including industry standards and best practices.
7+ years of proven experience delivering projects on time and within budget in a formal project management capacity.
7+ years of experience establishing and maintaining project budgets, schedules, change requests, risk, and issue logs.
5+ years of hands-on experience using project portfolio management systems and tools (e.g., Clarity).
5+ years of advanced working knowledge of Microsoft Project for enterprise-level planning and reporting.
Experience managing multi-vendor environments and complex enterprise modernization or transformation projects.
Strong verbal and written communication skills with demonstrated experience presenting to executive-level stakeholders.
PMP Certification highly desired.
