Programs Portfolio Manager

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens Bayou.

The Programs Portfolio Manager serves as a key leadership role within the Partnerships & Programs Division, reporting directly to the Division Director. This position oversees the strategic execution and operational management of major programs and special initiatives led by the Harris County Flood Control District (HCFCD), including the Federal Projects Program, Frontier Program, SAFER Program, and other high-impact efforts. The Program Manager will lead a multidisciplinary team and consultants, ensuring alignment with organizational goals and compliance standards. Acting as a primary liaison between HCFCD and Local, County, State, and Federal partners, the Programs Portfolio Manager will drive collaboration, provide regular briefings to executive leadership, elected officials, and community stakeholders, and support the Chief Partnership and Programs Officer in division-wide oversight. This role demands a dynamic leader with strong program management expertise, exceptional communication skills, and a commitment to public service excellence.

Essential Functions and Duties :

  • Define goals and directives for major initiatives, programs, and projects to ensure successful task execution.
  • Serve as subject matter expert across assigned programs, maintaining comprehensive knowledge of projects and staff functions.
  • Supervise in-house professionals and consultants throughout all project phases, from pre-planning to completion, ensuring regulatory compliance and funding adherence.
  • Coordinate with internal staff and external consultants to meet program objectives under the guidance of the Executive Director, Chief Partnerships and Programs Officer, and Division Director.
  • Monitor and manage program files, databases, and operations, activities, and expenditures documentation.
  • Conduct compliance and performance monitoring of grant-funded projects and partnership activities.
  • Identify and resolve schedule, budget, and performance issues proactively, mitigating risks before they impact program outcomes.
  • Ensure all necessary regulatory approvals and permits are obtained and maintained throughout project lifecycles.
  • Balance technical, functional, and legal requirements to meet program expectations within budget and timeline constraints.

Collaboration and Supervision :

  • Participate in the public engagement process by assisting in preparing for public meetings, assisting with preparing technical presentations by creating PowerPoint slides and graphics, and attending District public presentations.
  • Promote client satisfaction with internal and external clients.
  • Administrative and Communication Duties :

  • Communicating effectively with federal, state, and local officials on the development, implementation, execution, and conclusion of projects within the Programs.
  • Communicating regularly with the Executive Director, Chief Partnership and Programs Officer, constituents, elected officials, and their staff over multiple platforms, including in-person briefings, public meetings, virtual calls, phone calls, and email.
  • Maintain communications with all funding agencies and monitor budgets and expenditures.
  • Prepare correspondence, complete forms, and maintain records and files related to work activities.
  • Advise management of problems and prepare recommendations for solutions using best practices.
  • Complete all required weekly, quarterly, and annual reports.
  • Prepare such reports as may be required by County staff and officials, funding partners, and outside agencies.
  • Assist in budgeting, reviewing draw-downs, tracking activity balances, and making budget modifications.
  • Maintain technical documents and tools such as legal contracts, agreements, award letters, monitoring tools, activity reporting forms, and application guidelines.
  • Technical Skill Development :

  • Acquire basic technical engineering skills in hydrology and hydraulics with increasing levels of responsibility to ensure preparedness to become a professional engineer.
  • Learn and become proficient with fundamental project management tools and techniques, including effective scoping, scheduling, and budgeting.
  • Additional Responsibilities and Duties :

  • Assume additional responsibilities as required, adapting to the Districts evolving demands, responsibilities, needs, and objectives.

    Requirements

    Education : Bachelors degree in Civil Engineering or a related field from an accredited four-year college or university.

    Licensure : Valid Class C Texas Drivers License.

    Knowledge Skills, and Abilities :

  • Strong skills in Microsoft Office applications (Outlook, Word, Excel, and Access).
  • Knowledge of construction standards, practices, and techniques.
  • Good diagnostic and troubleshooting skills to solve unusual work problems.
  • Good analytical skills in applying guidelines, policies, and precedents and adapting standard methods to fit facts and conditions.
  • Basic understanding of project management tools and systems.
  • Can work well with the public, interest groups, government agency personnel, and external organizations.
  • Primarily supervise in-house professionals and consultants.
  • Primarily with division and department managers and departmental office staff.
  • Primarily with County officials and design engineers; also with citizens, visitors, and mid-level representatives and professionals of other government agencies, vendors, and organizations.
  • Frequently attend public meetings and may give presentations upon request on behalf of the District.
  • Office equipment, including telephone, computer, data entry devices, facsimile, calculator, photocopier, printer, and scanner.

    Preferences

    Experience : Five (5) years of verifiable experience in civil engineering-related work preferred. Experience with hydrologic, hydraulic, HEC Modeling, and / or civil engineering projects. Experience with GIS applications. Experience with AutoCAD software.

    Licensure : Professional Engineer Registration (State of Texas).

    Physical Demands and Environmental Exposure :

  • When at field locations, may be exposed to significant levels of heat, cold, moisture, air pollution, wind, dust, wildlife, and flying / walking insects.
  • When at field locations, may be exposed to vibration and / or noise in excess of 85 decibels.
