Accountant IV - 31001653

The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state's efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. It is against this backdrop that FDEM strives to demonstrate its mission of, "Coordinate, collaborate and communicate with our community stakeholders for a resilient Florida" along with our vision of, "Leading the Profession in building prepared and resilient communities".

Position Overview and Responsibilities :

This position will assist with the financial management revenue and disbursement section in both grey sky and blue sky roles. Duties and responsibilities include, but are not limited to :

  • Assist in coordinating the development and compiling of financial management data for FDEM as it relates to the revenues.
  • Responsible for warrant cancellations, monitoring of stale warrants, including vendor relations related to warrants.
  • Process wire / journal transfers sent in from other agencies and contractors.
  • Responsible for recording in the all-accounting systems FDEM utilizes, receipts received that have been logged by the cashier and depositing these receipts in the approved bank utilized by the state.
  • Prepare all federal cash reports required by federal grantors.
  • Process P-Card transactions in WORKS, or other system as defined by the state.
  • Assist with the preparation of Schedule 1s.
  • Assist with transfers, year-end closing, and financial statements, included but not limited to adjusting entries, reporting, transactions and reconciliations.
  • Maintain and reconcile revenue entries in all accounting systems utilized by FDEM.
  • Assist with daily, weekly, monthly, quarterly and yearly reporting requirements for internal and external parties as defined by supervisor.
  • Assist with preparing and / or auditing travel requests.
  • Responsible for FDEM cash draws, deposits, checks, investments, disinvestments, distribution of interest earnings and payroll adjustments as necessary.

Knowledge, Skills, and Abilities :

  • Ability to interpret federal and state regulations and policies.
  • Ability to retrieve and analyze financial data relative to assigned programs and to monitor all revenues.
  • Ability to work independently with the financial management of programs.
  • Knowledge of spreadsheet, state accounting and state purchasing software, and financial operations rules and regulations.
  • Ability to organize, prioritize, and coordinate with assignments and to communicate effectively both orally and in writing.
  • Ability to conduct research and prepare reports.
  • Ability to apply historical financial data to forecast future financial obligations.
  • Ability to work more than 8 hours per day, including nights, weekends, and holidays during declared state emergencies in support of disaster response.
  • Minimum Qualifications :

  • Experience maintaining records, reconciling data, and preparing reports.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate division enterprise business systems.
  • Preferred Qualifications :

  • Two years experience in a revenue or accounting role.
  • State of Florida FLAIR experience
  • Experience reconciling general ledgers, or accounting system information.
