JOB PURPOSE :
The HIP Liaison and Grants Manager assists leadership to oversee the strategic and compliant management of the HIP Program and other grant-related operations. This position serves as the primary Liaison to the Louisiana Health Insurance Program (LA HAP), responsible for policy engagement, advocacy, relationship management, and coordinated stakeholder communications to ensure optimal collaboration, program alignment, and client outcomes. This individual will be responsible for meticulously monitoring the expenditure of funds by line item, tracking grant reporting deadlines, and ensuring the timely delivery of operational deliverables. This role involves close coordination with program leads and the finance team to guarantee funds are monitored and utilized appropriately, reporting is prompt and accurate, and deliverables are met in accordance with organizational and grantee expectations.

Advocate for policy improvements that enhance access to and affordability of health insurance coverage for eligible individuals.
Relationship Building : Develop and maintain strong relationships with LA HAP leadership, program administrators, community organizations, and government agencies to foster collaboration.Customer Relations Management : Establish and oversee protocols to ensure timely, high-quality support for clients engaging with LA HAP. Capture and address client feedback to improve service delivery.Sales & Outreach Framework : Develop an outreach framework to identify and connect eligible individuals with LA HAP benefits, including training staff, tracking outcomes, and implementing a referral pipeline.Stakeholder Engagement : Represent the organization at LA HAP-related meetings, advisory groups, and community events. Facilitate joint initiatives, educational sessions, and enrollment drives with LA HAP and partners.Program Integration : Coordinate internally to align LA HAP processes with organizational workflows, ensuring seamless client experience and compliance.Grant and Project ManagementWork collaboratively with the finance team to reconcile actual expenditures of the HIP program and other programs against grant budgets, flagging discrepancies and proactively resolving issues.
Monitor expenditure of HIP and other grant funds, ensuring each line item is tracked in accordance with grant agreements and organizational budgets.Prepare internal financial reports summarizing expenditure by line item for use by leadership and program managers.Advise program teams on allowable expenses and budget reallocations, ensuring all activities align with funder restrictions.Maintain a comprehensive calendar of HIP and other grant reporting deadlines, submission requirements, and deliverable milestones.Coordinate with internal teams to collect and compile necessary documentation, data, and narrative materials for timely and accurate grant reporting.Monitor changes in reporting requirements and communicate updates to relevant teams in a timely manner.Track the progress of project deliverables as outlined in each grant agreement, ensuring operational goals are met within established timelines and budgets.Serve as a liaison between program teams and finance to ensure resource allocation supports deliverables and milestones.Develop and implement tracking systems and dashboards to monitor progress toward deliverables and flag potential risks to successful completion.Coordinate regular update meetings with project leads to assess progress, discuss challenges, and devise solutions for staying on track.Prepare summary reports for senior leadership highlighting deliverable status and any concerns related to grant-funded activitiesDevelop comprehensive project plans for the HIP program outlining scope, objectives, deliverables, timelines, milestones, and resource requirements.Coordinate project teams, including assigning tasks, monitoring progress, and facilitating effective communication among team members.Track project milestones and deliverables, adjusting plans and schedules as required to accommodate changes or unforeseen challenges.Act as the primary point of contact for the HIP program and other project stakeholders, providing regular updates on project status, risks, and issues.Required Education :
Bachelor’s degree in health administration, Public Health, Health Sciences, or related field required. Master’s degree preferred.
Skills, Licensure, and Knowledge Requirements
Two (2) or more grant management experienceKnowledge of public health insurance programs, including LA HAP and Medicaid, preferred.Strong relationship-building, advocacy, and public speaking skills.Proficiency in project management and stakeholder engagement.Physical Demands :
