Building Safety Lead (Owner’s Representative)

Multiyear contract (W2 or 1099)
General Description – “go-to” person for client on all aspects of construction safety associated with the construction of a building at the project site, working under the supervision of an overall site safety lead
Desired Experience – 10+ years’ experience in site-based construction safety, including progressive advancement into a building safety lead role. Greenfield project experience desired, for projects of a similar scale / complexity (e.g. pharmaceutical / biologics manufacturing site). Certified Safety professional (CSP) or equivalent training desired (OSHA 510 / 500). Possesses a high degree of construction safety technical knowledge and emotional intelligence / situational awareness, with the ability to effectively communicate up / down / across an organization in the area of construction safety.
CONSTRUCTION STAGE
- Support the CM partner project team in providing visible safety leadership on site.
- Undertake audits and inspections.
- Participate in immediate corrective action walk-downs.
- Participate in peer reviews.
- Support site impact meetings between site team and contractor for the building. Generally weekly, but can increase to daily if high interaction (e.g. service isolations, C&Q).
- Participate in project meetings with project team and contractor.
- Ensure that the contractor is pre-conditioning subcontractors, prior to commencing works on site.
- Review contractor’s risk assessment and method statements for the works.
- Review heavy lift plans, in particular where there is impact on site operations.
- Participate in daily whiteboard meetings, toolbox talks & stand-downs.
- Verify that appropriate permits to work are correctly utilized.
- Monitor effectiveness of contractor controls, such as exclusion zones and LOTO.
- Monitor safety performance on site and validate reported safety statistics.
- Completes the daily safety monitoring checklist
- Focuses on observed behaviors (safe and at-risk) and engagement with work crews.
- Cooperates with contractor to promote a positive safety culture.
- Issues behavioral code notices for observed behaviors (including safe and at-risk behaviors).
- Facilitate joint safety inspections with operations / EHS
- Where appropriate and when agreed with CM, supports the issuance of a non-conformance report to contractor.
- Ensures that incidents / accidents are correctly escalated internally.
- Coordinates incident / accident investigations and agrees with contractor’s safety improvement plan.
COMPLETION STAGE
Assist contractor in developing a comprehensive commissioning and qualification plan with respect to safety considerationsSupports the pre-start-up safety review (PSSR) by area / process / equipment.Completes review of contractor’s overall performance in partnership with the client PM.
