Job Summary
The OBOT Program Manager supervises operations and training of the counseling services unit at OTOP Ward 93 / SFGH, mobile methadone, and OBOT unit treatment for patients with substance use disorders at San Francisco General Hospital (SFGH) and OBOT locations.
Subordinates include clinical and administrative staff involved with professional operational functions. The incumbent has overall responsibility (in collaboration with the OTOP Medical Director) for the management and delivery of clinical services at all sites.
This includes clinical and administrative supervision of non-medical program staff, program development, regulatory compliance, data collection, and outreach.
The Clinical Operations Director and OBOT Program Manager provides management and clinical supervision for all counseling and operations conducted at Ward 93 (San Francisco General Hospital), Mobile Methadone sites, and OBOT clinic sites.
- Responsibilities include administering and evaluating program components; ensuring compliance with State and Federal guidelines;
- leading interviews, hiring, onboarding, and training for clinical staff; providing administrative and clinical supervision;
- coordinating training and information regarding clinical operations to community partners; collaborating with OTOP / OBOT Medical Director and Program Director;
managing county and state audits; and providing direct patient services as needed.
A portion of time may be spent performing individual tasks related to both OTOP and OBOT such as SUD counseling and care coordination;
however, supervisory activities constitute the primary part of the job. The Clinical Operations Director & OBOT Program Manager supervises unit operations to ensure compliance with UCSF Department of Psychiatry departmental policies and procedures.
Ensures accountability and stewardship of department resources in compliance with departmental standards.
The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on various factors including work experience and internal equity within this position classification at UCSF.
The salary range for this position is $105,900 - $180,700 (Annual Rate).

Department Description
The Division of Substance Abuse and Addiction Medicine (DSAAM) provides multi-disciplinary consultation and treatment for patients with substance use disorders at San Francisco General Hospital (SFGH).
DSAAM provides opioid agonist treatment for opioid use disorder through the Opiate Treatment Outpatient Program (OTOP).
The Office-Based Opiate Treatment Program (OBOT) is an innovative program that provides methadone maintenance treatment at San Francisco Department of Public Health (DPH) primary health care centers and in conjunction with DPH pharmacies.
Required Qualifications
- Bachelor's degree in a related area and minimum six years of experience or equivalent combination of experience / training.
- One year of Director experience in an AOD facility, strong working knowledge of ASAM criteria, and demonstrated excellence in providing clinical supervision.
- Three years California state certification as an Alcohol / Drug Counselor experience; or an equivalent combination of education and experience;
and knowledge and abilities essential to the successful performance of the duties assigned.
- Experience working with opioid use disorder, justice-involved, homeless, and dual diagnosis populations.
- Previous experience working with populations that are diverse in gender, sexual orientation, and ethnicity.
- Ability to work cooperatively and communicate effectively with others in a high-stress, high-volume area.
- Ability to work on a multidisciplinary team, including on-site support services and property management staff.
- Good oral, written, and telephone communication skills.
- Advanced knowledge and applied background in clinical intervention strategies and treatment planning for patients with substance use disorders.
- Knowledge of applicable federal, state, and local laws, rules, and regulations.
- Proven ability to effectively manage, lead, and motivate employees.
- Strong interpersonal skills to create and maintain a climate for effective communication and collaborative decision making.
- Knowledge of business software and electronic medical records systems used in behavioral health clinics.
- A preliminary job offer and assignment may be extended pending successful background clearance.
