Introduction

The United States Institute of Peace (USIP) is a national, nonpartisan, independent

institute, founded by Congress and dedicated to the proposition that a world without

violent conflict is possible, practical, and essential for U.S. and global security. In

conflict zones abroad, the Institute works with local partners to prevent, mitigate, and

resolve violent conflict. The Institute pursues its mission by linking research, policy,

training, analysis, and direct action to support those who are working to build a more

Purpose of the Call for Experts

USIP’s Governance, Justice, and Security team is developing a Roster of Experts on

justice, accountability for mass atrocities, and mass atrocity prevention to support the

Institute’s programmatic efforts in these core thematic areas.

Applicants should be available to advise, inform, and support USIP’s work, either on the

ground or remotely. The scope of work and duration will depend on the exact country

and issue context. Individuals deployed will be compensated according to their

expertise and scope of work.

effect.

Please review the following list of potential responsibilities and qualifications :

Expertise sought :

  • Thematic expertise, in the areas of :
  • Justice
  • Justice sector performance assessment;
  • Justice sector strategies to improve service delivery, access to justice institutions, and / or public confidence in the justice sector;
  • Reform of justice sector institutions, particularly in fragile or post-
  • conflict states;
  • Access to justice for vulnerable and / or conflict-affected populations;
  • Accountability for Mass Atrocities
  • Transitional justice mechanisms, including both judicial and non-
  • judicial mechanisms;
  • Documentation of potential abuses;
  • Atrocity crimes investigations;
  • Prosecution and adjudication of atrocity crimes at the international,
  • regional, and / or domestic level;
  • Military justice;
  • Assessments of court performance;

Mass Atrocity Prevention :

  • Mass atrocity risk assessment;
  • Early warning mechanisms;
  • Mass atrocity risk mitigation;
  • Civilian protection;
  • Conflict de-escalation;
  • Development of response strategies
  • Relevant thematic expertise in a given region or country.

Responsibilities may include :

Conducting assessments in partner countries, including justice sector

performance assessments and mass atrocity risk assessments.

Rapidly deploying to address immediate justice, accountability for mass

atrocities, and mass atrocity prevention needs.

Developing or assisting in the development of national strategies and plans

related to justice, accountability for mass atrocities, and mass atrocity prevention.

Advising on national judicial reform, accountability, and mass atrocity prevention

processes.

  • Conducting trainings and workshops on areas of thematic expertise.
  • Drafting or commenting on legislation and regulations related to justice,

accountability for mass atrocities, and mass atrocity prevention.

Working with senior-level officials in partner countries on justice, accountability

for mass atrocities, and mass atrocity prevention efforts.

Supporting the technical implementation of justice, accountability for mass

atrocities, and mass atrocity prevention projects.

Providing authorship and support to other staff members for publishing special

reports, commentary, analyses, and blogs on justice, accountability for mass

atrocities, and mass atrocity prevention efforts.

Participating in USIP events, panels, and discussions on justice, accountability

for mass atrocities, and mass atrocity prevention.

  • Making analytical contributions to working groups, task forces, study groups, etc.
  • Contributing to research and design in justice, accountability for mass atrocities,

and mass atrocity prevention programming.

Conducting literature reviews on developments in justice, accountability for mass

atrocities, and mass atrocity prevention research

Compiling best practices in relevant justice, accountability for mass atrocities,

and mass atrocity prevention fields.

Monitoring and evaluation of the effectiveness of justice, accountability for mass

atrocities, and mass atrocity prevention-focused initiatives.

Qualifications :

Bachelor’s degree in relevant field and / or significant experience (international

affairs, political science, law, conflict resolution, peace studies, etc.) required.

  • J.D. or Master’s degree in relevant field strongly preferred.
  • A minimum of 10 years of relevant professional work experience in conflict-

affected environments.

  • Ability to travel internationally.
  • Demonstrated analytic and writing skills. Able to write effectively in a variety of

formats and for a variety of audiences.

Demonstrated ability to work independently or within a team, to obtain results

under pressure, and to engage simultaneously with many substantive and

operational initiatives.

Proficiency in English is required; proficiency in additional language(s) is an

asset.
