R&D Maintenance / SiteMaster, is an established (31 years) specialty contractor performing principally on specialized infrastructure construction, Facilities Sustainment Restoration and Modernization (SRM) projects, and O&M contracts for federal agencies (USACE, NAVFAC, USCG, USAF, FAA, etc.
across the U.S and its territories. R&D Maintenance / SiteMaster holds several Multiple Award Construction Contracts (MACC’s) and multiple long-term O&M contracts.
Typical projects are 3-9 month performance and include Design / Build, DBB, Hard Bid, and Task Order. Traditionally R&D Maintenance / SiteMaster has specialized in Communication Towers, Water Towers, Lock and Dam Projects.
Job Summary :
The Project Manager is responsible for management of assigned projects from ranging from $100k to $5MM. The PM provides leadership, and owns overall responsibility, for client satisfaction, quality, cost control and the project schedule, working in tandem with project Superintendents, company management, and support staff.
Maintains strong positive relationships with clients, subcontractors, company staff and the community while upholding applicable corporate policies & procedures and maintaining high ethical standard.
Essential Job Functions :
- Leads, directs, and manages assigned construction projects.
- Ensures effective communication and interaction among the project stakeholders (internal and external) including COR’s and S-POC’s.
- Participates with Estimating in project and cost development / estimating, bid package preparation, bid solicitation, takeoff, cost estimation, site visits, constructability reviews, scheduling, etc.
- Leads kick-off meetings, progress meetings, preparatory meetings, etc., and review scopes of work, special requirements, schedules, and budgets.
- Plans all projects to optimize efficiency of labor, materials, supplies, equipment, subcontractors, and tools.
- Responsible for the timeliness, completeness, quality, and cost of projects from concept through completion.
- Manage and ensure A / E, Subcontractors, Superintendents / Construction Managers, and administrative staff supporting the project fulfill all aspects of their project responsibilities.
- Ensure that projects under the position’s direction are executed in compliance with all applicable laws and regulations including all government and company requirements relating to safety, health and the environment.
- Manage all contract requirements including, but not limited to, submittals, application for payments, schedules, budgets, notifications, reports, etc.
- Update senior management regularly on the project, financial status, and perceived level of client satisfaction.
- Travel up to 30%.
- Develop and maintain strong, effective subcontractor relationships; Secure subcontractors utilizing standard subcontract agreements.
Requirements :
- Bachelor’s degree in Construction Management, Engineering, or similar field.
- A minimum of 10 years of experience with at least 3 years as a construction Project Manager
- Must be able to work out of the Tulsa, Oklahoma home office.
- Verifiable work history and experience directly in construction greater than $2MM, including scheduling, staffing, subcontractor, client and site management.
- Self-starter with exceptional communication and negotiation skills; good balance between task-driven and relationship-driven.
- Able to thrive in a team-based environment.
- Must be willing and able to pass a federal criminal background check (CAC) and obtain appropriate security clearance required per contract.
- Competency in MS Office (Word, Excel, Outlook, PowerPoint, Project),

- Direct NAVFAC or USACE experience
- Experience with EM385-1-1
