Purpose of Position
Under general supervision of the HR Systems Director, the Payroll Supervisor will perform a wide variety of record keeping, payroll processing activities, payroll analysis duties.
Payroll processing responsibilities administering FLSA and appropriate overtime payments, payroll deductions, terminations, leaves, tax documents, and other operations aligning with federal and state laws, policies, and procedures.
connected to payroll functions of Madison Metropolitan School District (MMSD). The Payroll Supervisor will work closely with school administrators, teachers, and staff to fulfill the district's payroll needs while achieving cost savings.
The position is also responsible for supervision and leading all district’s payroll staff. These supervision duties will also include hiring, training, motivating, developing, mentoring, providing feedback and support along with other duties related to supervision of staff.
Leadership Responsibilities :
The Payroll Supervisor will provide leadership and supervision to assigned staff and maintain positive working relationships with internal and external stakeholders regarding payroll services.
Key Responsibilities :
Analyze and evaluate processes, procedures, policies, and perform adjustments or suggest improvements as needed to enhance the operational effectiveness of payroll
Work in a fast-paced environment and make informed and sound decisions independently
Develop short- and long-term plans to accomplish District and HR departmental goals and objectives. Review and respond with a performance or action plan to address goals and objectives.
Evaluate and ensure compliance with state and federal laws, Board of Education policies and regulations, and payroll records
Actively participate or lead negotiations and implementation of technology utilized for payroll purposes
Direct and or assist in the preparation of Board of Education reports and documents as identified for divisions and departments
Leadership responsibilities include hiring, disciplining, terminating, assigning work, training, and evaluating the payroll team.
Support and lead the payroll team with all activities involved in the payroll cycle, including gathering and reconciling timekeeping data, processing employee payroll changes in Kronos and Munis / Tyler, as well as validation of payroll processing results using technology such as reports and macros
Participate in the review, verification, auditing, and processing of payroll forms, records, and documents to ensure accuracy
Complete post payroll audits and reporting, prepare metrics and track errors
Perform root cause analysis and develop constructive and preventative actions
Over-payment calculations and collections
Compile, analyze and provide data to support internal and external audits
Ability to troubleshoot payroll processing issues, run and analyze reports
Respond to complex payroll related inquiries from employees
Communicate effectively to ensure a high level of customer support and positive customer interactions
Minimum Qualifications :
Experience in a supervisory or leadership role (e.g. delegating work assignments, establishing goals and objectives, mentor, and providing feedback, etc.)
Excellent analytical and problem-solving abilities with a keen attention to detail
Strong communication and interpersonal skills with the ability to work effectively in a team environment and success in creating internal and external partnerships
Experience creating and managing strategic goals with measurable and specific goals and achieving set goals
Experience as a payroll professional. A well-qualified candidate will have experience being a leader in payroll operations

Physical and Sensory Requirements :
May need to sit for long periods of time
Physical requirements may include operating lifts, and utilizing scaffolds, ladders, or other heavy equipment as assigned on the construction sites
Environmental Adaptability
Position requires availability during business hours and the ability to manage after-hours due to payroll processing operations
Ability to operate a variety of office equipment (personal computer, phone, fax, copier)
Ability to work under general safe and comfortable conditions where exposure to environmental factors is minimal and poses little to no risk of injury
