Job Summary

We areseeking an experienced Manager of Mega Programs (known in theindustry as Program Director) who is specialized in Petrochemicalsto join our Project Management team (PMT).

This Company ProjectManagement Teams are responsible and accountable for the deliveryof best in class capital projects. PMT is directly involved inexecuting and managing assigned projects safely on schedule withinbudget and to the highest standards of integrity and compliance.

This will involve engineering design procurement and constructionof various sizes ($) types and complexity of small medium tomultibilliondollar mega projects.

Project Management Team managesand executes projects usually from multiple site offices orengineering contractor design offices geographically scatteredthroughout the Kingdom of Saudi Arabia.

The primary role is to leadand manage a division with several sections and units in charge ofexecuting capital projects.

Ensure that engineering designprocurement construction and project completion is done incompliance with the project objective and contractual requirementsi.

e. project schedule cost HSE company standards and procedures.The Manager role also involves managing the business aspects of thedivision consisting of but not limited to HR training cost controlschedule control cybersecurity requirements and manpowerplanning.

Responsibilities :

• Lead the execution of capital projectsensuring adherence to scope schedule and budget.
• Manage the project team within the division providingguidance and directives to ensure successful projectcompletion.
• Leverage expertise inPetrochemical projects to provide appropriate actions and guidanceto the team throughout all project phases.
• Provide technical and project management oversight fordesign construction precommissioning commissioning startup andcloseout of projects.
• Ensure timely resolutionof project issues that arise during all phases of projectdevelopment.
• Implement safety measures in theexecution of projects.
• Implement companyinitiatives in projects and divisional businessprocesses.
• Be fully familiar with company KeyPerformance Indices (KPIs) and work towards achieving them forprojects within the division.
• Prepare andreview monthly project performance reports presenting them tohigher management. Reports should include information on designmaterial procurement construction milestones commitments paymentscharges variances from standards waivers and problems.
• Anticipate and plan for changes in project scope timingor costs and prepare documentation for managementapproval.
• Assign appropriate manpower to allparts and phases of the project.
• Ensure thatproper job records are maintained for all assignedprojects.
• Negotiate agreements and changeorders with design and execution contractors.
• Guide and direct team members in the application of ThisCompany standards minimizing variances from standards.
• Be responsible for project development includingengineering studies licensors selection technical bid reviewspreliminary engineering detail design materials procurementconstruction precommissioning handover commissioning startup andcloseout.
• Review weekly and monthly reports oncontract status including project costs and schedule and attendvarious project meetings.
• Review projectschedules coordinate and monitor project progress and address anybelowpar performance by contractors.
• Upholdengineering ethics and maintain high standards of professionalbehavior and conduct.

Requirements :

• This role required candidate topermanently relocate at Dhahran SaudiArabia.
• Hold a Bachelors degreein Engineering from a recognized and approved program (advanceddegree preferred).
• Obtain a PMP PgMP orequivalent certification.
• Possess twenty yearsof experience in the project management field related to refiningand petrochemical industries specializing in Petrochemicals.
• This includes seven (7) years of experience asa manager or director of projects in design constructionprecommissioning commissioning startup and operation with projectvalues ranging from $500MM to $billion.
• Have subject matter expertise in EngineeringDesign & Construction phases with a thorough knowledge ofengineering practices and economic principles in applicableInternational Codes Standards and Specifications.
• Possess a mastery understanding of internationalprocedures for Projects Phases Engineering Phases Biddingprocedures Procurement Processes Construction Requirements and BestPractices as well as familiarity with This Company procedures andstandards.
• Have a deep understanding ofcontract documents (inclusive of appendices drawings andspecifications) project execution plans interface management changemanagement construction sequencing standards specifications andproject schedules to support the Department Manager in timelyproject completion.
• Understand schedulingprinciples and recovery methods.
• Have amastery understanding of cashflow distribution in projects resourceplanning and distribution and crisis management with the ability tocalmly manage project issues.
• Exhibit adynamic attitude towards project improvements and costsavings.
• Be flexible and willing to work inmultinational teams and mobilize to different locations includingremote areas as needed.
