Job Description :

Saab, Inc., is searching for a Manager, Subcontracts to lead a team of highly skilled Subcontracts Professionals who are responsible for supporting complex proposal efforts, constructing and negotiating high dollar procurements with critical subcontractors, and writing Small Business Plans.

As the Manager of Subcontracts, you will organize and direct the subcontracts team to ensure timely and thorough Subcontracting support while successfully meeting business area objectives.

You will be responsible for ensuring legal risk is minimized and customer requirements including US Government, DoD, FAA, and international government regulations are met.

This position is based out of Saab, Inc.'s headquarters in East Syracuse, NY, but has the option to be worked from Saab Inc.

s other office locations in Orlando, Washington D.C., and Quincy.

Responsibilities of the Manager of Subcontracts will include :

Review and approve subcontracts for compliance with DoD government (FAR and DFARS) and corporate procurement regulations to maintain an approved Contractor Purchasing System

You will support (and at times lead) supply chain initiatives including implementing policies, strategies and objectives, and ensure a strong link within and between various supply chain functions.

Exhibit strong background in preparing and reviewing contracts, requests for proposals (RFPs), supplier agreements, and customer agreements for legal accuracy, price, and acceptability of items to specifications

Own and manage all aspects of the bid and proposal process which includes assessing potential bids, supporting active bids, costing direct material and supply chain labor, and building small business plans.

Perform staffing assessments, lead team meetings, hold standing 1-on-1 meetings with direct reports and hire new team members when needed.

Manage work assignments and level workloads across the team.

Routinely communicate with customers (internal or external), supplier leadership, auditors (internal or external), and other senior Saab, Inc.

managers and executives.

Coach and mentor employees through training, career planning, routine meetings, goal setting, mid-year reviews, and end-of-year reviews.

Guide the subcontracts team through subject matter expertise with the ability to train, answer questions, and make decisions where there is ambiguity.

Monitor regulatory and legal requirements and make changes where appropriate.

Review complex agreements, subcontracts and Inter-Divisional Cost Transfers. Understand the structure and content of work that will be necessary to resolve a legal matter or support an audit.

Implement templates, establish and monitor metrics, and establish best practices.

Provide coaching to supply chain team members and direction on how to meet defined goals and objectives

Compensation Range : $120,800-$157,000

The compensation range provided is a general guideline. When extending an offer, Saab, Inc. considers factors including (but not limited to) the role and associated responsibilities, location, and market and business considerations, as well as the candidate's work experience, key skills, and education / training.

Skills and Experience :

Required Education :

BA in Business Management, Engineering Management, Industrial Management, Supply Chain Management, Engineering-General or Industrial, Operations or another related field.

Desired Education :

Master's Degree (MA, MS, MBA) or equivalent

Skills and Experience :

4-year degree and 10 years Supply Chain, Logistics, Contracts and Material Management experience (or 7 with MBA)

Experience with government regulations (i.e., FAR / DFAR, ITAR / EAR, TINA, etc.)

Advanced Experience in Microsoft Office (Word, Excel, PowerPoint)

Leadership Experience over Subcontracts, Proposal, Buying and Planning teams

Contract negotiation experience for large DoD subcontracts

Experience with forecast and planning tools for MRP systems

Advanced financial analysis capabilities

Experience collaborating with cross-functional teams both domestic & international

Willingness to travel up to 25% in support of Supply Chain objectives

Must be capable of obtaining a Secret level security clearance.

Desired Qualifications :

Global Supply Chain experience

Experience with ORACLE / ERP System(s)

Previous Procurement / Subcontracts Management experience

Contracts Negotiation, Planning & Forecasting experience

Knowledge of collaborative tools such as JIRA, Sharepoint, OneNote
