Position Overview : The Texas PK-16 Public Education Information Resource (TPEIR) Programmer IV, under the supervision of the TPEIR Unit Manager in the Research & Analysis Division, is responsible for highly complex computer programming, systems analysis, and data analysis tasks related to the TPEIR data warehouse, including MySQL database administration tasks.

Additionally, this role involves actively participating in pipeline development to ensure efficient data processing and integration within the TPEIR data warehouse.

The TPEIR Programmer plays a critical role in supporting the TEA mission and goals by being responsible for data warehousing tasks, detailed data analysis, creation of source to target mapping, writing complex computer programs for loading and manipulating data, creating data extracts, and quality assurance (QA) of data loads.

Additionally, this role creates data definitions, and user help documents.

This position works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions

1. ETL Related Data Warehouse Tasks : Extraction, translation, and loading (ETL) related systems and data analysis, data loads, and quality assurance (QA) for TPEIR data warehouse.

Uses DataStage tool for data loading. May lead others in DataStage data loading projects. 85-90% of assigned ETL related tasks completed with a high degree of accuracy and documented as needed within timelines.

2. Quality Assurance : QA of data loads for warehouse, aggregate tables for reporting, data for data requests, data products, web report data, special reporting requests, etc.

Performs QA tasks and projects and may lead others in QA projects. 85-90% of assigned TPEIR QA tasks completed with a high degree of accuracy and within timelines.

3. Database Administrator : Lead TPEIR efforts as it relates to the maintenance and structure of the data warehouse including the creation of new tables or columns to support changes or updates to source data loads.

This includes working with ITS and stakeholders who provide TPEIR with data to ensure all data is captured and stored securely and accurately.

This also includes working with ITS to perform yearly audits on TPEIR data warehouse access.

4. Technical Documentation : Technical documentation of data, STMs, business rules, requirements, processes, etc. Documents data loads, QA instructions / results, and projects as needed.

85-90% of assigned source-to-target (STM) mapping and / or other technical documentation tasks completed with a high degree of accuracy and within timelines.

5. Data Pipeline Development : Maintain the technical infrastructure that will automatically perform extraction, loading, and formatting of data from source data as a single system.

This includes creating a dynamic process that automatically cleanses, maps, and connects data across sources and tables.

e.g., DataStage or SAS).

Qualifications

Minimum Qualifications

  • Education : Graduation from an accredited four-year college or university
  • Experience : At least four (4) years of experience in computer programming, data warehousing, testing and QA, creating requirements specifications, report creation, performing systems or data analysis work, experience using SQL and Excel are required.
  • Substitution : Education and experience may substitute for one another on a year-for-year basis.

Other Qualifications

  • Use of SAS, experience in documenting requirements, business rules, and user help information is strongly preferred
  • Experience with Texas educational data and systems is preferred
  • Experience with Power BI, web development tools (.Net, c#, ASP, Microsoft Visual Studio), and Microsoft Office products is preferred as is experience with state educational data sources including PEIMS, teacher certification, Texas higher education, and STAAR
  • Ability to code, test, and debug SQL and SAS programs
  • Skill in gathering requirements and creating requirements and other technical documentation
  • Skill in creating and maintaining formatted educational reports for public use
  • Meticulous attention to detail with the ability to produce high quality work in a dynamic environment
  • Highly organized, ability to work on multiple projects at once and meet deadlines
  • Excellent written and oral communication skills
  • A desire to self-reflect, give / receive feedback, and continuously improve
  • Ability to lead team members and engage in a collaborative, results-oriented environment and maintain cooperative working relationships with a variety of individuals and professional groups across functional units
