Mid-Level All-Source Analyst Counterintelligence Support Team (CIST) / Operations Control Team (OCT) - Kuwait - Security Clearance Required

Provides multi-faceted Intelligence support services consisting of, but not limited to, Open Source Intelligence (OSINT), All-Source Intelligence Analysts, Identity Intelligence (I2), Biometric-related analysis and production, Human Intelligence (HUMINT) Analysis, Intelligence Requirements Collection Managers (RCM), Special Advisors, Intelligence Analysts, Planners, Targeting Support, Counterintelligence (CI) Support, Screener Support, Strategic Debriefing Support, Foreign Government Information (FGI) Analysis, Exploitation (DOMEX and MEDEX), Target Focused Analysis and Neutralization (TFAN), Operational Intelligence Knowledge Management (KM), and other analytic and target support-related intelligence support services to assigned military units, and administrative support in support of the overall Intelligence mission in support of Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR) intelligence staffs and organizations.

Contractor personnel supporting this effort will be integrated into military and civilian intelligence operations and support CJTF-OIR Headquarters, the Combined Joint Force Land Component Command (CJFLCC) headquarters and subordinate units, and the Combined Special Operations Joint Task Force OIR (CSOJTF-OIR) and its subordinate units to accomplish Commander CJTF-OIR Intelligence priorities and taskings.

The Mid-Level All-Source Analyst CIST / OCT - Kuwait provides regional all-source fusion support services in the CENTCOM area of responsibility (AOR) for deterrence against Iran’s and its proxy’s malign activity that destabilizes the region and global security.

Responsibilities :

Operational Control Team (OCT) is the management and supervision echelon for the CISTS. The OCT consists of the Senior CI Support Specialist and an All-source analyst to provide oversight and guidance to the CISTS as directed by the CJ2X.

OCT Teams will be made up of any number of contractor team members as decided by the Government Lead and COR.

CIST Team Operations. Unless otherwise changed by the CITF-OIR Task Force, the primary customer and Government lead for CI Support will be CI2X.

Primary locations will be Kuwait and Iraq to support the CJ2X (CI Operations Cell, Task Force CI Coordinating Authority TFCICA , and CJ2X leadership), CI teams in Iraq and Syria, and CISTs in Iraq and Syria CIST Teams will be made up of any number of contractor team members as decided by Government Lead and COR

• OCT teams shall perform the following tasks :
• Conduct Cl interviews
• Perform initial interview of walk-ins and upload results into the Tactical CI Operational Portal (TCOP) or other-directed database of record.

Submit to supported OCT for immediate distribution

• Wall-calls. Interview individuals completely to obtain all required information in accordance with SOPs, and upload results into TCOP
• Assist CI Teams in conducting CI interviews, upload results into TCOP, and submit to supported OCT for immediate distribution
• Ad Hoc / anticipated deliverables in coordination with the Government Lead and the COR / ACOR memorandum for record (MFR) for each interview, Draft IIR, SPOT report, and / or referral if appropriate per RSMA SOP 282.

Reports are reviewed by and released at the discretion of the support Operational Management Team (OMT) or CI2X

• Provide oversight and administrative support for its contractor personnel assigned to CI Support Teams (CISTs)
• Maintain accountability of CIST personnel and provide contractor supervision to its personnel to include cognizance of well-being of all CIST personnel and linguists when assigned to support CIST operations
• Support in-processing of CIST personnel
• Provide oversight and supervision for its contractor CIST operations
• Review all CIST operations files and Reports Logs to ensure compliance with published SOPs and Regulations.
• Review / perform QA / QC for memoranda, reports, and assessments for completeness providing revisions when / if needed.
• As required, provide written and oral reports IAW established SOPs, policies and Regulations.
• As required, brief senior leaders covering minimally, the who, what, where, when, and why (5Ws) and any other significant information.
• As required, maintain situational awareness of key CIST and TFAN issues
• As required, coordinate with senior leadership and other senior intelligence officials to ensure CI activities support J2X, battlespace owner S2X, or the MI commander and supported Command
• Provide leadership detailed information on ongoing operations and implement guidance received from leadership
• Provide CI guidance and flow relevant CI information to supported Command as required
• Develop recording mechanisms for Tactics, Techniques, and Procedures (TTPs) and lessons learned in the conduct of operations.

Include all lessons learned (positive & negative), as well as best-practice TTPs in an accessible forum as directed and agreed upon by the COR / ACOR.

• Act as Site lead, manage other contractors as assigned by Program Manager, or Regional Manager.
• Produce Ad Hoc / anticipated deliverables in coordination with the Government Lead and the COR / ACOR to include any of the following : memorandums, reports, assessments, weekly activity reports (WAR), Concept of Operations (CONOPs), TTP / SOPs identified and / or lessons learned
• CIST Teams shall supervise its personnel conducting Counterintelligence Support operations to include these tasks.
• Supervise its personnel conducting Force Protection (FP) / CI Screenings of Local National (LN) / Third Country National (TCN) personnel to obtain all required information in accordance with SOPs and upload results into TCOP.
• Oversee the process and perform CIST CELLEX and upload results into TCOP
• Supervise its personnel conducting Preliminary Credibility Assessments Screening System (PCASS) and upload results into TCOP
• Maintain all CIST files and Reports Log
• Coordinate the scheduling of screening and / or CI interviews
• Provide support to Covering Agent Program
• Perform operational coordination.
• Provide support to Threat / CI vulnerability assessments
• Provide incident response support

Here’s what you’ll need :

Proficient in utilizing standard computer applications and intelligence related automation to support analytical efforts and product development

Be capable of effectively operating as a member of an analytical team from a remote location in support of CENTCOM AOR requirements

Minimum Education :

Associate degree or three years intelligence analysis experience

Minimum Years of Experience :

At least four years analytical experience at the tactical / operational level within DoD or equivalent Government agencies and requires former MOS 35F, 350F, 18F, 35D, 34A OR USMC - 0205 Master Analyst, 0211 - Counterintelligence / Human Intelligence (CI / HUMINT) Specialist, 0231 Intelligence Specialist, 0239 Intelligence Analyst, OR U.
