The Office of Public Health Preparedness (OPHP) is a program of the Boston Public Health Commission (BPHC). The mission of OPHP is to enhance community, public health, and healthcare system resilience in order to prepare for, respond to, and recover from emergencies that impact the health of the public.

DUTIES :
BPHC serves as the Sponsoring Organization for the Boston Healthcare Preparedness Coalition (HPC), the City of Boston's Health and Medical Coordinating Coalition (HMCC).
The Program Manager, Healthcare System Preparedness is responsible for overseeing program and project management of the Boston HPC on behalf of BPHC.
The Program Manager leads the recruitment and engagement of the Boston HPC members, and leads the development and completion of initiatives set forth by the Boston HPC Executive Committee and various project specific working groups.
More specifically, the Program Manager will :
Coalition Management
- Provide overall program and project management for the Boston Healthcare Preparedness Coalition (HPC) to ensure that Boston HPC priorities are met, and projects are completed.
- Provide administrative support for the Boston HPC, including managing calendar invites, meeting schedules, meeting agendas and notes, contact lists, voting process, and other administrative business as required.
- Work collaboratively with the Boston HPC Chair, Co-Chair, and Executive Committee members to support strategic leadership to the coalition.
- Provide reports on working groups, project status, timelines, budget status, and other Boston HPC business as necessary to Boston HPC Executive Committee members.
- Provide project management, meeting facilitation, and administrative support for Boston HPC working groups, Boston HPC General Membership meetings, and Boston HPC Executive Committee meetings.
- Perform outreach, partnership engagement, and member relationship building with all healthcare disciplines across the Boston HPC, and with community and statewide partners.
This includes the delivery of presentations and education sessions.
- Maintain and update the Boston HPC membership web portal.
- Develop and maintain mechanisms to share information across disciplines within the Boston HPC.
- Represent BPHC and Boston HPC at meetings, conferences and other events as needed, including attendance and participation of all statewide HMCC meetings as required by the Massachusetts Department of Public Health.
Response and Recovery Operations
- Staff the Boston Public Health Commission's Medical Intelligence Center (MIC) during emergencies affecting public health and healthcare.
- Work with Boston HPC members and BPHC staff to further develop the public health and healthcare coordinating center functions of the MIC.
- Participate in the development and maintenance of plans, protocols and procedures for daily and emergency operations that impact BPHC and the Boston HPC.
- Participate in drills and exercises testing BPHC response and recovery operations and Boston HPC capabilities during an emergency.
- Coordinate the After-Action Reporting (AAR) process for exercises and real-world activations for the Boston HPC. Oversee the implementation of corrective actions, and update plans to reflect changes.
General
- Participate in trainings and other educational opportunities to enhance knowledge of emergency preparedness, response and recovery field.
- Ensures that project goals and objectives are consistent with both federal and state grant guidance.
- Collects, reviews, and analyzes information to determine effectiveness and recommend changes / improvements.
- Maintains an ongoing awareness of OPHP plans, protocols and procedures for daily and emergency operations.
- Prepares reports and briefing materials to provide information on status of all projects, as well as recommendations for future action.
- May assist with oversight of Memoranda of Agreement, RFP's and grants with regional partners.
- Participates in grant planning, coordination and management.
- Represents OPHP at meetings, conferences and other events as needed.
- Supervises consultants and interns as assigned.
- Performs other duties to support BPHC and OPHP operations as required.

and recognize deviations from the norm that might indicate an emergency and take / facilitate appropriate action(s) such as communicating clearly within the chain of command.
Works in a confidential capacity with the Associate Director and meets regularly regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters.
Operates independently. Uses independent judgment and discretion to make decisions affecting the program and staff as it relates to program operations / services and BPHC policy.
