The WM, IM and U.S. Banks Financial Crimes Risk Team is embedded within the Firm's business line. It is responsible for identifying, assessing, and escalating potential money laundering and reputational risk issues associated with higher risk client types.

The WM, IM and U.S. Banks Financial Crimes Risk Team is considered the first line of defense and supports the onboarding, enhanced due diligence, and negative news processes for Morgan Stanley.

The Financial Crimes Governance and Program Management function is a component of the broader WM and U.S. Banks Financial Crimes Risk Team.

The Financial Crimes Governance and Program Management function's key responsibilities include program governance, risk appetite and related metrics, procedure management, training and communication, and project management.

Responsibilities :

The Investment Management Financial Crimes Governance and Program Management VP will be responsible for supporting one or more of the following topics :

Program Governance - The VP will develop materials for periodic governance forums. The VP will record meeting minutes and monitor related action items.

The VP will lead coordination of regulatory exams and internal audits.

Risk Appetite and Related Metrics - The VP will lead the regulatory and business change and resultant impact on AML / financial crimes risk.

The VP will lead the periodic risk appetite review and revision. The VP will compile routine risk metrics for management reporting and identify emerging themes / trends.

Procedure Management - The VP will maintain the enterprise financial crimes procedures process to adhere to regulatory compliance requirements.

The VP will manage establishing a feedback loop process to identify changes (regulatory or operational) which may necessitate procedure creation or revision.

Training and Communication - The VP will determine training needs and develop robust training materials. The VP may also determine appropriate populations for training assignments and coordinate collection of stakeholder feedback.

Partner with training owners to implement targeted training.

Project Management Office - The VP will lead project prioritization, coordination, and post-implementation reviews.

The Financial Crimes Governance and Program Management VP will :

  • Support key projects and initiatives related to assessing and mitigating the Firm's exposure to money laundering and other financial crimes.
  • Provide risk management services in support of the growth of the WM and U.S. Banks businesses.
  • Design, development, and socialization of related internal policies / procedure
  • Develop and compile periodic reporting to senior stakeholders including the identification of emerging risk themes / trends.
  • Track and report status on multiple cross-divisional projects / programs across divisions, functions and workstream
  • Escalate issues, risks, and concerns timely and appropriately to stakeholder
  • Document and track change control milestones and tasks for multiple projects and program
  • Host governance forums including Sr. Executive governance forums, drive discussions and decisions, and assist in action item tracking, project plans, milestones, and meeting documentation
  • Develop training and communication plan

Qualifications :

Required Experience :

  • 7+ years of experience in financial crimes / AML;
  • Have an undergraduate degree in Business, Finance, or other related field;

Ability to :

  • Take initiative, analyze, summarize, and communicate effectively.
  • Multitask effectively and appropriately prioritize assignments;
  • Work both independently and in a team environment;
  • Distill complex ideas and concepts into actionable items;
  • Work in a matrixed organization; leveraging resources across the organization to complete deliverables;
  • Investigate, identify issues, impacts and trends to propose comprehensive solutions;
  • Conduct meaningful root cause and trend analysis;
  • Handle highly confidential information professionally and with appropriate discretion.

Additional Skills Desired :

  • Certified as an Anti-Money Laundering Specialist by ACAMS or equivalent AML certification / license is a plus;
  • Working knowledge of MS Office (Microsoft Excel / PowerPoint / Word / Access);
  • Exceptional knowledge of AML regulatory requirements and expectations (domestic and international);
  • Strong time management and planning skills.
  • Strong interpersonal skills and ability to communicate effectively both verbally and in writing;
  • Strong leadership qualities with the ability to manage teams and evidence a strong work ethic as well as a high degree of integrity.

Expected base pay rates for the role will be between $100,000 and $180,000 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
