Full time position, supporting the Division Security Representative of the Naval Research Laboratory facility at 7 Grace Hopper Ave, ST2 in Monterey, California. Assists Division Security Representative (DSR), for the NRL Marine Meteorology Division (MMD). Responsible to the Division Superintendent (Code 7500) and the Head of NRL Information Security and Special Programs Branch (Code 1230), as directed, to provide administrative support of physical, informational, industrial, Cyber, COMSEC, and personnel security related tasks.
Roles and Responsibilities include : ensuring that threats to security, possible compromises, and other security violations or infractions are reported, documented and when necessary investigated; reporting security violations from breakdowns in procedures and safeguards that have an impact on security; taking corrective actions, as appropriate, to monitor implementation of customer's official decisions regarding corrective actions; supporting accounting and control requirements for classified material; investigating incidents of lost or compromised classified material; performing duties, when authorized, as a Classified Material Courier; filing and retrieving material in the established filing system; accessing the Defense Information Security System (DISS), as directed, to submit and manage visit requests at the SECRET and TOP SECRET level; filing and updating databases and checking the status of Personnel Security and investigative actions; coordinating with contractor Facility Security Officers (FSO) and Information System Security Managers (ISSM) as necessary; processing security background investigation submissions; supporting personnel security tasks such as pre-screening nomination packages; creating designation letters; verifying and processing all Contractor Common Access Card (CAC) requests; processing all Security Access Requests (SAR) and Security Access Authorization Requests-Navy (SAAR-N) for unclassified and classified IT access; conducting indoctrination briefings and debriefings for applicants who have been approved for access to classified information; ensuring that requests, required training, and notifications of Foreign Travel are completed according to local requirements; coordinating with the local servicing SSO, when directed, to indoctrinate personnel and maintain SCI billets for the relevant NRL division; administering annual NCIS counter-intelligence briefings as directed; assisting the implementation of Information Security (INFOSEC) policies and procedures pertaining to the safeguarding of telecommunications equipment and the information processed or stored in classified and unclassified computer systems; coordinating with the NRL Information Security Section to ensure compliance with requirements for security of classified information processing systems and processes; insuring that all IT systems are properly labeled and users follow Navy and DoD classification marking procedures; assisting with maintaining and administering required EKMS; and supporting the accreditation, management and maintenance of Secure Terminal Rooms.
Basic Qualifications include a Bachelor's degree. In lieu of a degree, 8 years of additional work experience can be substituted. Four or more years of experience in business operations, administration, or executive support roles. No government security clearance required to start; however, the candidate must have the ability to obtain a security clearance.
Preferred Qualifications include experience in physical security and information systems security procedures.
Compensation : $100,395 - $150,650. The offered rate will be based on the selected candidate's knowledge, skills, abilities, and / or experience, contract affordability, and in consideration of internal parity.
