RESPONSIBILITIES :

The primary purpose of the Family Ecomonic Interdependence Division is assisting families in receiving the appropriate Food, Nutrition and Child Care Services and.

Families served in this Division receive these services and the staff are responsible for Food & Nutrition Services (FNS) applications and Child Care Subsidy Services.

The purpose of this position is to provide programmatic and administrative leadership, vision, direction and budgetary oversight of the Family Ecomonic Interdependence Division.

This position works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

KNOWLEDGE SKILLS AND ABILITIES :

  • Providing leadership and direction for program development and standards, analyses, and operations.
  • Planning, organizing, managing, and directing the effective delivery of Food & Nutrition / Child Care programs.
  • Responsible for planning the short and long-range work operations, priorities, and goals for Food & Nutrition / Child Care programs.
  • Knowledge and skills in NC Fast required including entering and reviewing applications and recertifications, and monitoring program reports.
  • Works with the Director of Social Services and other executive level leaders in strategic planning, developing, implementing, and improving delivery of services and meeting mandated program performance measures.
  • Leads a team of program managers and supervisors that manage staff and programs. Ensures balance of workloads within units and subunits.
  • Responsible for directing, training, evaluating staff and has substantial influence in hiring and employment decisions.
  • Ensures all training programs meet the needs of staff.
  • Responsible for developing, managing, and overseeing the Medicaid program budget.
  • Responsible for ensuring that program managers and supervisors evaluate quality of work for adherence to Federal, State, and County standards.
  • Reviews eligibility work by evaluating quality assurance reports, state computer error printouts, and input from program managers and supervisors.
  • Serves on Social Services leadership team which plans for future directions within the department.
  • Reviews and modifies division, program and service delivery policies, systems, and procedures.
  • Resolves complaints, problems, and grievances concerning the service programs.
  • Attends meetings as required.
  • Performs related tasks as required to potentially include but not limited to emergency shelter operations.
  • Preparing and maintaining systems, records and files. (These are intended only as illustrations of the various types of work performed.

Thorough knowledge of methods and principles of casework supervision and training. Thorough knowledge of social work principles, techniques and practices and applications to casework and community problems.

Considerable knowledge of social and economic factors in the community, and local agencies and resources. Considerable knowledge of the laws, regulations and policies which govern social services programs.

Considerable knowledge of the principles and techniques of public administration, including personnel administration, budgeting and office management.

Skill in directing a large staff of social workers and supervisors and related professionals and students engaged in a variety of services.

SCOPE AND NATURE OF WORK SUPERVISED :

Dynamics of Work Supervised Work is frequently affected by changes in policies, procedures, rules, regulations and laws.

Modifications in services techniques occur more infrequently. The agency is characterized by innovative approaches to service delivery and interagency agreements.

Variety of Work Supervised Employees are administratively and professionally responsible for services of staff which include social work supervisors, social workers, Program Managers, Income Maintenance Supervisors & Caseworkers and paraprofessional staff.

REQUIREMENTS :

Requires a Bachelor’s Degree in Sociology, Psychology, Human Services, Public Administration or related field, supplemented by six (6) years of progressively responsible experience, of which four (4) are in a supervisory position, in social work, counseling, casework, strategic planning, finance, business or governmental operations or related field;

or possession of any equivalent combination of education, training, and experience in budgeting, purchasing, facility and fleet management which provides the requisite knowledge, skills, and abilities.
