This is a Temporary Provisional (TPV) position, limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process.

This is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date.

Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for a permanent appointment.

The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results.

HSH’s Homelessness Response System (HRS) funds and administers a system of care that shelters, houses, and serves approximately 14,000 people daily.

  • Major programs include : street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community;
  • rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs;

and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

What You'll be Doing

The Senior Data & Performance Analyst performs and conducts difficult and complex professional-level analytical work to support DHSH planning activities and program operations.

The Data & Performance Senior Analyst sits within the HSH Planning, Performance, and Strategy (PPS) Division, a centralized team of analysts that provide data reporting, analysis, development and tracking of system and program outcomes, process improvement, program design, equity impact analysis, strategic planning support, program evaluation, and project management of special initiatives and interagency collaborations.

This position will report directly to the Manager of Data & Performance but will also provide analytical support to program staff and executive managers and is expected to exercise excellent independent judgment.

Essential Duties and Responsibilities

Serves as project manager for the bi-annual Point-in-Time (PIT) Count of unsheltered and sheltered persons experiencing homelessness as required by HUD.

Leads a project team of cross-functional staff and consultant(s) to oversee PIT Count methodology, project timeline and implementation, community stakeholders and volunteer engagement, data analysis, count and survey efforts, and final reports and submissions to HUD.

  • Expertise with administrative databases, including the Online Navigation and Entry (ONE System) database, to create and maintain information that is accessible, reliable, accurate, and useful to the department.
  • Develops reports and conducts complex data analysis related to service utilization, client outcomes, and program operations for the purposes of meeting regulatory or funding requirements, satisfying ad hoc requests, or supporting program evaluation and performance accountability needs.
  • Develops and maintains dashboards for both public reporting and internal management purposes such as HOMstat, the Department’s program to systematically review data for continuous improvement.
  • Communicates findings from research and analysis, which includes producing statistical reports that are clear and incisive, writing reports that are well-organized and articulate, and making effective public presentations to diverse audiences.
  • Supports strategic planning efforts to improve outcomes for clients served by the Department, including analyzing program outcomes and operational data to identify opportunities for greater efficiency or effectiveness.
  • Works with staff in programs and contracts to define and monitor key metrics in the Department’s contracts with nonprofit providers that ensure alignment with systemwide goals and support performance accountability.
  • Provides technical supervision to junior staff or interns utilizing administrative data or performing complex policy analyses.
  • Conducts other ad hoc research and data analysis as needed, which may include matching client data across multiple large datasets and databases, preparing data to share with other City departments or external evaluators, researching industry best practices, evaluating the effectiveness of pilot programs or reform efforts using quantitative and qualitative methods, or administering and analyzing surveys.

Qualifications

Education : Possession of a baccalaureate degree from an accredited college or university

Experience : Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Education Substitution : Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Experience Substitution : Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).

Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications :

  • Knowledge of homeless services program policies and operations.
  • Intermediate to advanced skills with Microsoft Excel and business intelligence software such as PowerBI, Tableau, and Looker to prepare, model, and visualize data.
  • Working understanding of relational database systems such as MySQL and SQL server; proficiency writing SQL queries a plus
  • Strong communication and data visualization skills to articulate quantitative information to broad audiences in clear, compelling, and easily interpretable ways
  • Experience with Python, R or statistical software (Stata, SPSS, or equivalent) to transform data and conduct statistical analyses;

Experience with geospatial analysis a plus

  • Knowledge of project management methodology, including lean processes
  • Experience working on research and program evaluation projects
  • Outstanding verbal and written communication skills.
  • Experience working with a large diverse workforce of people with different culture, backgrounds and opinions.
