JOB SUMMARY :

Leads and assists in one or more of the following areas : OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic.

Serves as assistant office head to professionals providing professional support in one or more areas listed.

Job Responsibilities :

1. Supervises and leads a staff of professionals and consultants in the management, development, oversight, and administration of GDOT's Aviation Program.

a.Manages the administrative functions of the Aviation Program including organizational structure, human resources, financial responsibilities, and office operational activities.

b.Develops and implements policies and procedures pertaining to GDOT's Division of Intermodal Aviation Program.

c.Oversees the development, implementation, and maintenance of Standard Operating Procedures (SOPs) for the activities and requirements of the Aviation Program.

2. Administers and oversees all activities of the Aviation Program, including financial oversight and administration of federal grant funds received from the Federal Aviation Administration (FAA) and state appropriated funding.

a.Oversees the financial management of federal grant funds and state appropriated airport aid funds. Ensures GDOT as the federal grantee has financial management systems, policies and procedures and an organizational structure in place to match, manage and charge only allowable costs against federal grant funds.

b.Oversees the development and administration of the annual statewide program of projects and application to FAA for federal grant funds in accordance with the requirements and guidelines of the FAA State Block Grant Program and State Airport Aid Program.

c.Oversees to ensure GDOT as the recipient of FAA grant funds follows a process to award funds to eligible airport sponsors in accordance with the FAA State Block Grant Memorandum of Agreement (MOA) and all applicable laws and regulations using sound management practices and the federal priority system to award distribution.

3. Serves as GDOT’s primary Aviation liaison with federal, state, county, municipal, airport and other pertinent stakeholders and partners.

Services as the primary point of contact for all matters related to public use airports.

a.Maintains comprehensive knowledge of applicable federal and state laws and regulations regarding aviation.

b.Researches, reviews, and reports on proposed and new state legislation and changes in federal circulars and other critical governance documents.

c.Coordinates with other GDOT Divisions on all matters related to aviation, including construction on or near system airports.

4. Directs, supervises, and ensures the GDOT Advanced Air Mobility and Uncrewed Aircraft Systems (UAS) programs are developed and implemented in accordance with policies, procedures, and state and federal regulations.

a.Oversees the UAS program and coordinates with other Divisions, including Emergency Operations, to ensure effective leadership of GDOT pilots and innovation in the UAS Program to benefit GDOT’s mission.

b.Oversees and develops the AAM program, maintaining comprehensive knowledge of this emerging technology and its applicability and impact to identify and recommend future program development.

5. Directs and supervises activities of Aviation Planning and other areas of the Aviation Program to ensure responsibilities are met.

a.Directs and oversees the Planning section in the accomplishment of the Statewide Aviation System Plan (SASP); reviews and comments on Airport Master Plans (AMP) and Airport Layout Plans (ALP).

b.Directs and supervises the Aviation Program Environmental Review Process.

c.Directs and supervises the Aviation Program Airport Inspection and Licensing program.

d.Directs and supervises the development and distribution of the State Airport Directory.

e.Monitors the Aviation Program’s progress to meet established goals and objectives by establishing and tracking annual program goals, performance measures, and Aviation Program specific metrics.

f.Oversees coordination with independent, regulatory, and third-party auditors to ensure requested documentation is submitted and inquiries are addressed in a timely and efficient manner.

Auditors may be internal, or from the Department of Audits and Accounts (DOAA), Federal Aviation Administration, Federal Highway Administration or the USDOT Office of the Inspector General.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

STATE ENTRY QUALIFCATIONS :

  • Associate degree in a related field managerial or supervisory role
  • OR 0ne (1) year at the lower level Mgr 2, Transport Specialist (TRM031) or position equivalent

Agency Minimum Qualifications :

  • Bachelor's degree in Aviation Management, Transportation Planning, Business, Engineering, or a related field and seven years related experience.
  • Experience managing aviation programs and / or airport projects, experience developing and managing budgets, and experience supervising staff or consultants in the administration of aviation projects and / or programs.
  • Experience necessary to direct the activities of a program and in planning, directing and evaluating the work of subordinate managerial and / or professional staff.
  • Excellent leadership skills, with experience motivating and guiding others toward accomplishment of goals.
  • Experience organizing work, setting priorities and determining objectives and strategies to achieve them.
  • Excellent written and oral communication skills.
  • Experience working with federal / state / local government agencies.
  • Experience writing technical documents and understanding / interpreting federal / state regulations, statutes, planning and design standards.
  • Experience using computer applications including spreadsheets and databases.
  • Physical mobility is necessary to maneuver over irregular terrain to conduct airport inspections.

Agency Preferred Qualifications :

  • Master’s degree in closely related field.
  • Experience managing statewide aviation projects.
  • Experience managing capital improvement programs.
  • Experience managing Federal and / or State Grant programs.
  • Experience managing the FAA’s State Block Grant Program.
  • Experience conducting FAR Part 13 informal compliance investigations.
  • Experience as an FAA Licensed Pilot.
  • Experience in the fields of Uncrewed Aircraft Systems (UAS) and Advanced Air Mobility (AAM).
  • Knowledge of State of Georgia and federal procurement processes for acquiring professional services, equipment and / or rolling stock.
