This position is within the Under Secretary of Defense for Research and Engineering (USD (R&E)), Executive Director, Developmental Test, Evaluation, and Assessment (DTE&A) organization to serve as a MITRE Cyber developmental test and evaluation (DT&E) SME and leader.
The lead will be responsible for reviewing DoD cyber test and evaluation related policy and provide recommendations to improve current and emerging Cyber DT&E guidance.
Responsibilities include :
- Engage in new research, emerging technologies, and methodologies of early life cycle cyber security testing techniques to provide recommendations of future investments and initiatives aligned to DTE&A’s organizational objectives.
- Identify gaps in cyber T&E practice and policy and provide solutions to fill those gaps in guidance updates using cyber T&E pilots, case studies, and proven best practices.
- Author DoD cyber T&E guidance tailored to current development methodologies (e.g. DevSecOps, MBSE, digital engineering, AI, etc.
and acquisition models.
Serve as a technical integrator to review and assess relevant policy and guidance under development being routed through formal and informal Government coordination mechanisms for impact on DTE&A’s Cyber DT&E guide.
The SME will provide recommendations in writing on content updates and improvements.
- Lead and engage with stakeholders in workshops and working groups to foster collaboration and solicit feedback on new methodologies and best practices to inform cyber T&E guidance.
- Serve as a team lead for the cyber policy team that encompasses early career systems security engineers and cybersecurity analysts.
Basic Qualifications :
Typically, Bachelor’s Degree in one of the following disciplines, Electrical Engineering, Computer Science, Systems Engineering, Systems Security Engineering or similar field and 10 years related experience;
or 8 years and a Master’s degree; or a PhD with 5 years of experience; or equivalent combination of related education and work experience.
- Knowledge of Cybersecurity test and evaluation policy and guidance
- Knowledge of the DoD acquisition lifecycle process
- Knowledge and experience of the DoD cyber T&E and assessment process
- Experience with implementation of cyber test and evaluation practices within the DoD and / or Industry
- Experience with development methodologies such as DevSecOps and Agile, portfolio management across DoD acquisition, requirements, and budget systems
- Excellent communication and writing skills to effectively write and present content on policy, guidance, technical papers and publications.
- Active DoD Secret clearance with the ability to obtain and maintain a Top Secret
- This position requires a minimum of 50% hybrid on-site presence.
PreferredQualifications :
- Technical expertise in weapon system acquisition, development, and Test & Evaluation
- In-depth background in cybersecurity (cyber testing, cyberspace defense, offensive cyber operations, cyber physical systems, and cyber intel)
- Experience / knowledge of test analysis methods during engineering and developmental test phases
- Experience developing and reviewing cyber security test plans and techniques for warfare and information systems for Major Defense Acquisition Programs under OSD oversight
