Job Summary

Maintains a multi-department fleet of vehicles in a manner that promotes safe, reliable, and comfortable transportation for the patients served by White County EMS, Barrow County EMS, and Medical Transport departments.

Supervises Vehicle Preparation Technician in vehicle maintenance.

Minimum Job Qualifications

Licensure or other certifications : Valid Drivers License, and Emergency Vehicle Technician (EVT) with certification in at least 3 specialties.

Educational Requirements : High School Diploma or GED.

Minimum Experience : Minimum five (5) years experience in a vehicle service and / or maintenance organization.

Job Specific and Unique Knowledge, Skills and Abilities

Understands the patient throughput concept

Must be 21 years of age as a requirement of NGHS vehicle insurance carrier and must have less than two moving violations in the past three years on Motor Vehicle Report.

Ability to work with people under high stress

Maintains a good working relationship with all transportation vendors, including manufactures, dealerships, mobile repair vendors, etc

Ability to troubleshoot or diagnose mechanical issues associated with patient transport vehicles and related equipment, preferably with diesel engines, transmissions and related systems

Ability to troubleshoot or diagnose electrical issues associated with patient transport vehicles and related equipment

Ability to troubleshoot or diagnose HVAC issues associated with patient transport vehicles and related equipment

Ability to troubleshoot or diagnose drive train, chassis, suspension, or steering system issues associated with patient transport vehicles and related equipment

Knowledgeable of local, regional or state codes / requirements for vehicle maintenance, including but not limited to DOT, EPA, OSHA, AMECA, FMVSS, and EMSP regulatory agencies

Knowledgeable of emergency vehicle design, build and specification

Ability to use diagnostic scanners and equipment to assist in trouble shooting vehicle issue

Ability to manage and maintain fuel and vehicle maintenance budget within guidelines defined by Director

Ability to provide leadership, orientation, training, and oversight of vehicle maintenance tasks to direct reports and other staff as needed

Essential Tasks and Responsibilities

Ensures that all Medical Transport, Barrow County EMS, and White County EMS vehicles are maintained in good working condition.

Coordinates and records scheduled and unscheduled maintenance on all vehicles.Vehicle maintenance may be performed at home location, or at site of breakdown.

Assess need for vehicle to be brought to another service location.Service location may be dealership, system maintenance shop, or other mobile repair unit.

Reviews and revises the preventive maintenance schedule forms as needed.Follows up on any reported issues, variances or irregularities on daily check lists.

Reports suspected vehicle neglect or abuse. Maintains a supply of all vehicle fluids to be used by EMS drivers for maintenance on a daily basis.

Provides instructions to drivers and follows up on any abnormal fluid usage.

Develops and manages a vehicle replacement plan for reliability and system efficiency. Assesses and recommends specifications for new ambulance and non-emergency vehicles directly to manufacture (i.

e. Ford, Chevrolet, etc.) based on known efficiencies needed. Provides review and recommendation of new vehicle manufacturers and authorized remounting centers for quality and economy.

Coordinates the cleaning of the vehicles. Ensures that the vehicles are washed as needed and that the washing (run-off) is performed within the ordinances established by local jurisdiction.

Manages any alerts, issues, and reports for electronic driver monitoring system per vehicle. Utilizes system to track safety issues and pull vehicle alert codes remotely as needed.

Coordinates the installation of driver monitoring and transmitting hardware to the vehicle computer system (PCM). Alerts management immediately to when unsafe driving behaviors have been detected in driver performance reports.

Runs and assesses reports in vehicle monitoring system to determine any history of abnormal variances or determine exact time any issues or alerts occurred.

Maintains records of vehicle maintenance problems and repair. Maintains records in computer files regarding reported vehicle maintenance problems and repair of the problems.

Investigates the cause of vehicle maintenance issues.Initiates corrective action.Records findings and solutions. Obtains vehicle repair receipts for parts and service and submits the receipts for payment.

Utilizes warranty coverage, if applicable for service and repair of vehicles and records the information.

Manages vehicle safety recalls and technical service bulletins. Removes unsafe vehicles from service until repairs can be made.

Coordinates with manufacturer dealership for safety recall repairs. Provides recommendation to Director for needed technical service bulletin repairs.

Responsible for the supervision of Vehicle Preparation Technician. Monitors employee training and continuing education. Assists with, and oversees when asked by Director, various personnel actions including, but not limited to, hiring, performance appraisals, disciplinary actions, terminations and other related activities.

Implements appropriate disciplinary actions on a consistent and timely basis with documentation when necessary. Monitors personnel for compliance with established departmental routines.

Maintains documentation for Fuel and Vehicle Maintenance budgets, reports any unusual purchases, and receives Director approval for high cost repairs over $10,000.
