Main Purpose of Job

The Product Manager II is responsible for the development and execution of product strategy, working closely with agency stakeholders and SMEs, contractor teams, and state engineers and designers to support both discovery and delivery projects.

Will need a strong understanding of Product Management principles, as well as a track record of success in delivering innovative products.

Will run discovery sprints and write reports as well as do market research to inform product selection and buy vs build decisions.

Projects may be short discovery efforts or longer term engagements spanning discovery and delivery, supporting both resident facing applications and systems as well as internal tools that are critical to state operations.

POSITION DUTIES

Strategic Duties

  • Vision : Define and communicate compelling product visions and strategies that align with leadership goals, customer needs and stakeholder requirements.
  • Customer Focus : Deeply understand user needs, behaviors, and pain points through data analysis, user research, and market insights.

Prioritize end-user satisfaction in all product decisions, ensuring that new and existing products, features and platforms address real-world problems and enhance the end-user experience.

Leadership : Engage and align with key stakeholders to ensure that product goals are understood and supported. Maintain clear and consistent communication to manage expectations and drive alignment.

Ensure that the vision for new products and initiatives are understood and shared across related teams and organizations.

Execution Duties

Ownership : Take full ownership of products, projects and initiatives from ideation and strategy to execution and delivery.

Ensure products are developed and launched on time and within scope.

Decision Making : Leverage data to guide product development, validate hypotheses, measure success, and iterate on features.

Make informed decisions to optimize product performance and achieve end-user and organizational goals.

  • Cross-Functional Team Management : Work collaboratively with cross-functional teams, including engineering, design, operations, and finance to ensure comprehensive product requirements are defined, KPIs are developed, engineering is engaged and goals are achieved.
  • Third-Party Developer Management : Oversee and manage relationships with third-party developers, ensuring they meet project timelines, quality standards, and budget constraints.

Ensure their work is in-line with the needs of stakeholders and the overall product vision. Work with them to ensure a culture of continuous improvement and learning.

Innovation and Scalability : Drive innovation by constantly pushing the boundaries of what’s possible, leveraging emerging technologies and best practices.

Ensure that products are scalable, reliable, and perform well across diverse environments and use cases.

MINIMUM QUALIFICATIONS

Experience : Three years' experience as a product manager, product owner or business analyst managing complex software development and software integration projects.

Leading cross-functional teams - designers, developers, project managers, marketers, etc - with a track record of successful product launches.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of product lifecycle management, enterprise tools, and software implementations and Agile software development best practices.
  • Experience across various domains such as healthcare insurance, technology, high tech, real estate, etc. Or, deep knowledge of a single industry.
  • Certification in agile project management or 2 years of working in an agile software development organization.
  • Experience in mentoring junior PMs and leading significant initiatives within their prior organizations.
