Position Description

The College for Creative Studies is seeking an experienced professional for the position of Director of Civil Rights, Equity, and Title IX.

Reporting directly to the Dean of Students, this position serves as the principal institutional official responsible for leading efforts across the College to ensure compliance with federal Title IX and civil rights policies.

Responsibilities of this position include assuring prompt review, investigation and response to allegations of discrimination and sexual misconduct;

promoting campus-wide awareness and providing training on civil rights and Title IX protections and managing the development and implementation of a long-term strategic plan for the College’s adherence to Title IX and all related policies and procedures.

This position also serves the student population in verifying ADA Accommodations.

Position Accountabilities and Essential Functions

  • Technically skilled with a depth of knowledge and practical application of various state and federal laws including but not limited to Title VI and VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Violence Against Women Act, and power-based violence laws, civil rights and ADA / 504 and coordinates efforts including the development, implementation, and appropriate disclosures, policies, procedures and practices designed to comply with federal and state statutes, regulations, and case law requiring the prompt and equitable resolution of all complaints pursuant to relevant civil rights laws, including Title IX and power-based violence.
  • Serves as the institution’s Title IX Coordinator and manages the College’s response to all Title IX reports of sexual harassment, sexual violence and related allegations of misconduct, civil rights and ADA / 504 complaints in compliance with all federal and state laws and regulations.
  • Verifies appropriate documentation for student ADA Accommodations and communicates those accommodations appropriately.
  • Keeps abreast of current and emerging state and federal laws, regulations and trends related to Title IX and develops a plan of action for remaining compliant.
  • Conducts investigations and ensures the integrity of investigation is maintained through appropriate discretion, confidentiality, and a commitment to fairness and equity.
  • Ensures reports, intakes, investigations and resolutions are reliable, timely, confidential, impartial, and equitable.
  • Develops a protocol to assure advisors, investigators, adjudicators and all those involved with processing Title IX complaints are adequately trained in compliance with Title IX guidance.
  • Assures concise and cogent written analyses of cases and recommendations for management action on completed investigations.

Reviews proposed sanctions through regular meetings with Human Resources and Dean of Students before sanctions are imposed to ensure that they are proportionate to the offense and reasonably calculated to stop the misconduct and prevent its recurrence.

  • Organizes, maintains and protects the privacy of confidential files, disposition reports, and other compiled records regarding Title IX and civil rights cases.
  • Monitors the campus climate through surveys, focus groups, and other assessment efforts to identify improvement opportunities and ensure that the campus has adequate grievance procedures for resolving complaints under applicable protected rights, Title IX and power-based violence policies.
  • Develops, implements and provides education awareness programs as prevention strategies and training programs regarding applicable federal, state, and local civil rights laws and regulations on Title IX, power based violence, discrimination, sexual harassment and protected rights in conjunction with the Office of Student Engagement.
  • Collaborates with other departments to ensure Title IX policy is communicated to all constituencies. Works to strengthen the culture that supports a safe and respectful learning, working, and living environment on campus.
  • Prepares reports on protected rights complaints and sexual misconduct complaints, identify trends / patterns, and make recommendations as appropriate.
  • Serves as a liaison to standing and ad-hoc committees on matters pertaining to protected rights, Title IX and power-based violence.
  • Maintain a positive and collaborative relationship with local law enforcement and victim advocacy organizations to assure that students, faculty and staff receive adequate support and assistance.
  • Consult with College leadership regarding the staffing structure and administrative needs which support the College’s adherence to Title IX.
  • Demonstrates excellent judgment, organizational, interpersonal, communication (written and oral), and presentation skills, and the ability to coordinate collaboration among individuals and departments including students within a multi-campus, interdisciplinary and diverse environment.
  • Possesses strong conceptual, strategic planning and problem solving skills; high level of organization; ability to manage multiple projects and priorities
  • Performs other duties as assigned.

Qualifications and Experience

Master's Degree or other advanced degree from an accredited college or university with a minimum of five years or more of professional Title IX, Title VII, VAWA, ADA Section 504, and Clery knowledge and experience, or an equivalent combination of education and experience..

Professional experience means :

  • Demonstrated expertise and training in managing anti-discrimination, harassment, and retaliation programs and mediating conflict and / or civil rights investigations in an educational setting, state or federal agency.
  • Experience conducting / managing protected class investigations (from intake to resolution) investigating claims of discrimination, harassment (including sexual harassment and power based violence), or other related claims and writing investigative reports, including complaint summaries, credibility assessments, and thorough analysis.
  • An advanced level of knowledge regarding the Office of Civil Rights’ procedures related to Title IX adherence in higher education, as well as proven strategic leadership experience in the implementation of Title IX policies and procedures is required.
  • Demonstrated knowledge or experience related to ADA Accommodations in an academic environment

WORK ENVIRONMENT : This job operates in a professional office and college campus environment. The noise level in the work environment is usually moderate.

The employee is occasionally exposed to outside weather conditions.

While performing the duties of this Job, the employee is regularly required to maintain a stationary position, use a computer and other office equipment, and communicate effectively in person, by phone, and virtually.

Frequent interaction with others, including staff, faculty, students and third parties is required. The employee may occasionally be required to move files or other objects weighing up to 25 pounds, including from low and high places.

The ability to move around within the office and between buildings on campus, attend off-site meetings and events, and travel between Ford Campus site to Taubman Center site are required.
