This Program Management Lead role (Associate Director, Value Stream Leader Management) is responsible for the operation and growth of the Modular Open Systems Approach (MOSA) Payloads segment within Collins Aerospace Mission Systems’ Open Communications Systems portfolio.
The role primary focus is to lead a team which executes programs and win pursuits that grow the MOSA Payloads business, whose products and services consist of : Multi-Function Processor (MFP) Systems, Open Architecture Software Defined Radios (SDRs), Open Architecture Modules / Plug-In Cards (e.
g., 6U / 3U VPX, VNX+) and Modular software / firmware application skills’
This is an on-site role. It is preferably located Cedar Rapids, Iowa but we may also consider : Fort Wayne, Indiana, Marlborough, Massachusetts and McKinney, Texas
What YOU Will Do :
You will manage a team of VSLs and programs through their life cycle : Pursuit and Order Capture, Design and Development, Produce to Deliver and Long-Term Strategic Business Plans
You will direct all phases of product strategy and development, from inception through completion.
You will create cross-business product synergies to support business objectives
You will provide day to day business oversight to deliver to business commitments
You will grow the Value Stream Leader pipeline of talent
You will focus to meet delivery commitments, exceed customer satisfaction and growth plan
You will build strategic roadmaps for the future of the MOSA Payloads segment
You will oversee bidding and responses of winning proposals
You will Maintain portfolio cost, schedule, risk, support, manufacturing, and quality metrics
You will develop solutions in mitigation / prevention of program challenges
You will supervise appropriate use of resources allocated to the program to ensure efficient use
You will Champion product line investment business cases and new business growth strategies
You will identify requirements for key program pursuits and development of the product line
You will lead IPT decision making and applying critical thinking where incomplete data exists
You will establish internal and external networks and effectively motivating a team
You will convey vision to their IPT and stakeholders both inside and outside of the function
You will communicate with senior executive leadership regarding matters of strategic importance
You will prepare and presenting value stream strategy, progress, and results

Qualifications You Must Have :
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws / regulations and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
Active and transferable U.S. government issued security clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Proven experience and understanding of earned value management system (EVMS)
Experience with program execution of government contracts with the ability to guide a team through Request for Information, competitive proposals, negotiations, and contract award
Qualifications We Prefer :
Understanding of DoD acquisition and communication style
Strength in interpersonal and presentation skills
Must be able to manage multiple tasks concurrently
Experience with hardware and / or software project planning and execution
Experienced communicator, both oral and written

Onsite : Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.
The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education / training, and key skills.
