Description

The County of San Mateo's Emergency Medical Services Agency is seeking a highly motivated candidate with outstanding Public Health and Emergency Preparedness knowledge and experience for the position of

Health Emergency Preparedness Management Analyst .

There is currently one regular vacancy in the Emergency Medical Services (EMS) Agency - Health Emergency Preparedness (HEP) Division located at 801 Gateway, South San Francisco, CA 94080;

but will travel / drive throughout the County and region to attend meetings, assist EMS management and perform other duties of the job.

This is an in-office position. Position requires participation in an on-call rotation and to respond in person to emergency situations on short notice, including occasional work on nights and weekends based upon operational need.

The primary duties include, but are not limited to : Under general supervision of EMS Management, plan, coordinate, and implement public health emergency preparedness activities, including pre-emergency planning, emergency response activities, and post-emergency functions.

Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.Facilitate the development, operationalization, implementation, maintenance, review, and update of public health emergency response plans and procedures;

capture response protocols in comprehensive and concise planning documents; and devise effective response strategies based on planning objectives and resources.

Regularly interact with a variety of stakeholders, including executive leadership, and may represent the program at local, regional, and state meetings, committees, or workgroups.

Provide capacity building assistance to partners and stakeholders at the local, regional, state, national, and federal levels.

Ensure the direction and activities of the program are aligned with local, state, and federal response guidance, rules, regulations, and requirements.

Gather data and information through a variety of methods; analyze and synthesize data and information to assess, evaluate, and inform progress towards preparedness and response goals.

Assess department and county-wide preparedness training needs and design, develop, and deliver trainings, exercises, and other outreach to ensure all staff and response partners are aware of and prepared for their roles during emergencies.

Be available to work extended hours during emergencies and to attend a variety of meetings and training programs after hours due to the nature of this position.

Management of relevant grants and associated budgets including but not limited to California Department of Public Health, Homeland Security, Centers for Disease Control and Prevention, etc.Examples of Duties :

Develop organizational policies, plans, and procedures for implementing Continuity of Operations Plans (COOP) and assessments of capabilities in accordance with requirements.

Facilitate COOP planning within the division, department, and coordinate with county-wide efforts.Serve as the liaison between County Health and the San Mateo County coalitions, committees, works groups etc.

Develop administrative, strategic, and operational plans to recruit, organize, and utilize stakeholders to prepare for and respond to public health emergencies and build community resilience via coalitions, committees, work groups, etc.

Coordinate and execute the preparedness and response activities of relevant groups.Coordinate activities for relevant county coalitions, committees, work groups, etc.

including but not limited to meetings, recruitment, orientation, credentialing, training, and correspondence. Responsibilities also include maintaining the member database, creating and formatting documents, managing group email distribution lists, and preparing presentations and recruitment materials.

Assist with activities of the San Mateo County Healthcare Coalition. Create opportunities for collaboration amongst the Healthcare Coalition and the Medical Reserve Corps.

Plan, develop, implement, and evaluate public health preparedness and response exercises following Homeland Security Exercise and Evaluation Program (HSEEP) guidance.

Provide consultative services and technical assistance to public and private partners, stakeholders, and local and state agencies in the development of integrated drills and exercises relating to health and medical activities.

Develop and coordinate diverse types of in scope exercises, including seminars, workshops, tabletops, drills, functional and full-scale.

Contribute to long-term project, program, and strategic planning.Participate in local, state, and national meetings, as needed, to meet the goals of the program.

Research, implement and support emergency communications platforms in conjunction with other departments and colleagues.Assist in fiscal and budgetary duties as appropriate.

Ability to carry out written or verbal instructions.Additionally, the following are highly preferred :

  • Completed courses : FEMA IS 100, 200, 700, 800; FEMA ICS 300 and 400; and HSEEP.Bachelor's Degree in emergency management, business administration, public administration, public health, communications, criminal justice, or a related field and two (2) years of experience planning and coordinating emergency response programs and activities;
  • OR Associates Degree in emergency management, public health, business administration, public administration, communications, criminal justice, or a related field and three (3) years of experience planning and coordinating emergency response programs and activities;

OR any combination of certifications and experience that totals a minimum of five (5) years of progressively more responsible positions in emergency management.

Proficient in Microsoft Office Suite.Clinical background, preferably as an Emergency Medical Technician or Paramedic.

County Status :

An applicant must have been a County of San Mateo employee in San Mateo County Health with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help / limited term positions prior to the final filing date.

Security Clearance :

This position requires that the applicant obtain and maintain a security clearance as a condition of employment. The successful candidate will be required to submit to a background check.

Other : All government employees are Disaster Service Workers as described in Section 3100 and 3109 of the CA Government Code.

Emergency management duties during declared and undeclared emergencies will be assigned on a 24 / 7 / 365 basis.

Knowledge of :

Education and Experience :

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.

A typical way to obtain the required qualifications would be :

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field.

At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.

Licenses and Certifications :

Possession of a valid California Class C Driver License or equivalent.
