The City of Bellevue Transportation Department is seeking a self-motivated, team-oriented person to support and grow its multi-million-dollar grants and outside funding program.

This individual will coordinate required activities for existing grant-funded projects, evaluate projects for future funding potential, write proposals, monitor state and federal regulations, coordinate efforts with granting agencies, and provide support for other transportation planning and capital programming activities.

- Support all Transportation Department grant programs and activities, including evaluating funding opportunities, developing application materials, monitoring state and federal grant regulations, and ensuring all required grant-related activities are performed in a timely manner.
- Work with project / program managers and other agency staff to strategically identify potential grant projects, define project descriptions, determine scheduling and funding needs, and coordinate activities among multiple projects with complex funding packages.
- Define, or assist in defining, program goals and objectives; establish methods and means of accomplishing program objectives;
implement policies and procedures.
- Develop and maintain management reports on grant activity and seek concurrence of City Council to accept, obligate and program new grant awards.
- Develop and deliver reports and presentations on programs and projects to City Council, Transportation Commission, other agencies, department leadership teams, citizens, and business groups.
- Serve as a key department resource for transportation grant issues and questions.
- Coordinate with fiscal and operational staff within Bellevue and granting agencies for grant application and management purposes.
- Participate in local, regional, and state groups and committees; potentially serve as the City's representative or staff support to said groups.
- Assist in the development of the department's 10-year Capital Investment Program (CIP), 15-year Transportation Facilities Plan, the City's Local Transportation Improvement Program (TIP), and the City's contribution to the Puget Sound Regional Council's Regional TIP and State TIP.
- Provide support for other department planning, programming and project delivery activities, including participating in the development of local, subarea and regional transportation plans by participating with City staff and outside agencies such as the Puget Sound Regional Council, King County, Sound Transit, and the Washington State Department of Transportation.
KNOWLEDGE, SKILLS and ABILITIES
- Knowledge of the rules, regulations and policies affecting federal and state grant programs and the fiscal procedures required in this specialized area.
- Excellent written, verbal and interpersonal communication skills; ability to speak in front of a variety of audiences and present technical information in a non-technical manner.
- Ability to establish and maintain effective working relationships with other federal, state, regional and City operational units.
- Proficiency with the Microsoft word processing, spreadsheet, database and presentation programs, and file management systems utilized by the City.
- Ability to plan, prioritize and organize workload to handle multiple projects simultaneously and meet required deadlines with minimal supervision.
- Ability to prepare and consistently maintain accurate records.
- Knowledge of governmental decision-making processes and of planning issues, concepts, policies.
EDUCATION, EXPERIENCE, and OTHER REQUIREMENTS
- Graduation from an accredited four-year college or university with a degree in finance, business, public administration or other related field.
- Two or more years of professional experience in the grants management process, grant-writing or related field; or any equivalent combination of education, experience and training that provides the required knowledge, skill and abilities.
Flexible / Hybrid Working :
Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process.
Full-time remote work is not an option. Once hired, employees must reside in the State of Washington.
