Job Title

Under the general direction of the Finance Director, provides supervision of the daily operations of the Treasurer's Office. Manages the property tax system and performs various accounting and treasury-related functions in compliance with federal and state statutes. We are currently accepting applications through October 16 or until filled.

Examples of Duties

PRIMARY DUTIES & RESPONSIBILITIES :

  • Provides supervision to the Treasurer's Office staff, and provides cashiering assistance as needed, to ensure accurate and efficient collection of monies.
  • Maintains and administers the City's property tax system, including Special Assessments, PILOTs and Municipal Service Agreements. This includes gathering and entering millage rates, verifying property values, reconciling taxes, adjusting the computerized database to reflect changes, assisting tax customers, preparing accounting entries, processing payments to other taxing units, and reconciling balances.
  • Maintains and administers delinquent personal property tax system and Principal Residence Exemption (PRE) audit system, including reconciling balances, processing payment vouchers, and adjusting computer master database.
  • Manages daily cash processing for all City Departments and related fiscal service entities.
  • Administers cash and investments including maintaining internal records and assuring adequate cash balances for City of Holland and Herrick District Library.
  • Performs reconciliation of all City and related entity bank accounts. Handles ACH and wire transfers (domestic and foreign) and acts as the online administration for internet banking.
  • Administers the City's Debt portfolio, including payments of all principal and interest on outstanding obligations, tracking revenues and expenditures for arbitrage calculations, assisting with millage requirements for debt repayment purposes, reporting requirements for IRS subsidies, and preparation of year-end audit schedules.
  • Assists with the management of the annual budget process including revenue forecasts, debt projections, property tax calculations and preparation of the annual document.
  • Assists with management of the annual audit process for the City, Library, MAX Transportation and West Michigan Airport Authority, including coordination of required workpapers for auditors and preparation of the audit report.
  • Manages the City's purchase card program, including administration of card holders and monthly reconciliations.
  • Supports City's purchase order and vendor invoice payment processes by providing Finance Department supervisory approval of department requests.
  • Administers City employee travel, including the approval of travel authorization requests and travel settlement reports.

OTHER DUTIES & RESPONSIBILITIES :

  • Provides back-up support for various positions within the Finance / Treasury Office as necessary.
  • Provides substantial assistance in the budget development process.
  • Performs other duties as assigned.
  • Typical Qualifications

  • The job requires knowledge normally acquired through the completion of a bachelor's degree in accounting, business, or a related field.
  • Two to four years experience in accounting. Governmental accounting experience preferred.
  • Interpersonal skills necessary to effectively communicate with other City personnel in the exchange of information.
  • Computer skills are necessary to effectively utilize word processing, database, and spreadsheet software applications, and computerized accounting systems. Experience with BS&A Cloud is preferred.
  • Mathematical ability to routinely make moderately complex mathematical calculations with speed and accuracy.
  • Mental ability to frequently handle pressures related to working on projects requiring attention to detail, and the simultaneous management multiple projects.
  • Physical ability to frequently sit in one position for extended periods of time and occasionally lift / push / carry items weighing up to 20 pounds.
