San Diego Youth Services JOB ANNOUNCEMENT Program Manager San Diego Youth Services seeks a Program Manager in the Community Assessment Team (CAT) and Diversion Program to be based at the Spring Valley / Mid City Office.

This is a full-time & exempt position reporting to the Director of Services. San Diego Youth Services : Who we are San Diego Youth Services has helped improve the lives of more than 780,000 homeless, runaway and vulnerable youth since its beginning in 1970.

We provide safe places to live and long-term solutions through shelter, foster homes, community centers and housing to more than 28,000 youth every year at 100+ community and school locations.

Through prevention, early intervention and treatment, we also help youth before they need higher levels of care or become homeless.

San Diego Youth Services has long provided foster homes and adoption support services for families considering adopting a youth in the foster care system.

Help youth develop life skills. In addition to a range of safe and stable housing options, we offer support to help youth develop the independent living skills necessary to become self-sufficient and keep off the streets.

Promote overall health and well-being. Early intervention and care for the whole child are critical. We provide a broad continuum of services to help youth overcome trauma and challenges that put them at risk, including case management, counseling, mental health treatment and educational support and resources .

SDYS has a staff of approximately 250 employees and 80 volunteers working across San Diego County and an annual budget of approximately $24 million.

You can learn more about us at www.sdyouthservices.org DEPARTMENT DESCRIPTION OR PROGRAM DESCRIPTION HIRING FOR Our Community Assessment Team provides individualized supportive case management and links youth dealing with behavioral, social or juvenile justice issues and their families with needed resources and services in Central and East regions of San Diego County.

CONTEXT OF THE POSITION Responsible for oversight of comprehensive trauma-informed case management services as part of the Community Assessment Team (CAT) and Diversion Program.

The goal of the CAT program is to prevent Central and East Region youth ages 5-18 from entering or continuing in the juvenile justice system by focusing on prevention and intervention services for identified at-risk youth and their families.

Responsible for program development and implementation, overall daily functioning, and quality control of services to include, but not be limited to, monitoring intake assessment and service plans, direct case management staff supervision, general service provision review, contract data collection, compliance, and reporting.

Essential functions include : Ensure the development, implementation, and evaluation of an integrated treatment approach for youth with co-occurring psychiatric and substance disorders and quality trauma-informed youth programs that provide culturally and linguistically appropriate services to the underserved students and families.

Remain culturally sensitive and respectful to all staff and clients. Provide personnel management to include the hiring, training, supervision, and evaluation of staff, interns, and volunteers to ensure contract compliance, and participate in the development of policies and procedures pertaining to personnel.

Maintain oversight of staff productivity and service delivery. Facilitate weekly multi-disciplinary team (MDT) meetings to review and provide group consultation on CAT cases.

Ensure timely documentation and maintenance of case files in accordance with SDYS policies & procedures and contract compliance.

Responsible for program development and implementation, overall daily functioning, and quality control of services. Responsible for the coordination of the subcontracts and Memorandums of Understanding with various service providers, schools and law enforcement agencies within the designated region for the County of San Diego.

Provide necessary timely reports and statistics to SDYS, funding sources, SBCS, SANDAG, and Probation. Monitor budget and comply with fiscal policies and procedures.

Participate in appropriate agency-wide meetings, staff development events, committees and community events. Participate in implementing the agency's resource development plan as appropriate.

Establish and maintain linkage relationships with agencies, organizations, and civic and community groups by participating in community collaborative meetings.

Identify and / or develop community-based resources to provide services to enhance program services, and to support healthy activities necessary for the well-being of service-partner(s).

Serve as primary School district liaison and sit on advisory boards at various school districts to help coordinate services and leverage community resources.

Collaboration with Law Enforcement Departments to conduct outreach, gather Diversion referrals, conduct joint interventions, and provide on-site resources.

Respond to service partners during a crisis or urgent matter, including those that occur outside of normal business operating hours, by implementing and following the on-call procedures whenever the rotation of on-call falls into the scope of responsibilities for the assigned period.

Participate in on-call rotation as needed. Follow all legal and ethical guidelines pertaining to the treatment of youth and families as per the state and county requirements (e.

g. Child Abuse Reporting, Duty to Warn, Confidentiality, Grievance Procedures, Informed Consent, and Serious Incident Reporting) and ensure staff do the same.

Other duties as necessary to ensure successful program implementation. PREFERRED PROFESSIONAL EXPERIENCE AND QUALIFICATIONS Master’s in social work, Marriage and Family Therapy, Psychology, or related Human Services field required.

Prefer License-eligible MFT, LCSW, LPCC, or Psychologist by the state of California and in good standing. Prefer Bilingual English / Spanish.

Prefer a minimum of two years of job-related experience in program management and experience in mental health assessment and counseling with at-risk adolescents and families.

Must possess working knowledge of trauma-informed care and dual diagnosis treatment or experience working in trauma-informed and dual diagnosis programs preferred.

Prefer experience with supervision, training, and scheduling of staff; experience in designing youth leadership systems.

Knowledge of case plan development, crisis resolution, and collaboration with multi-disciplinary teams, multiple agencies, and public entities a must.

Familiarity with probation, social service systems, and Central & East County resources preferred. Must have organizational and problem-solving skills with demonstrated leadership abilities.

Creativity and a sense of humor is a plus. Able to obtain and maintain CPR & First Aid Certification. Must show a willingness to work flexible hours, including some evenings and weekends.

Valid CA driver's license and willingness to use own insured automobile. Employment offer will be subject to clearances, which include fingerprinting, background checks, driving record, and drug testing.
