Emergency Management Planning Specialist (Preparedness Section) develops state and local plans for the protection of the civilian population as well as economic well-being of the state from the effects of natural, man-made, and technological disasters and hazards. Responsibilities also include performing homeland security activities in support of the state emergency and homeland security programs.
Job Duties : Support local and state officials in their efforts to protect, prevent, respond and recover from emergencies or disasters. Assists state agencies and local jurisdictions with administering and coordinating State emergency management programs. Conducts assessments, meetings and interviews with State and local officials. Assists other departments within the agency in carrying out new learning programs. Maintains sub-recipient folders and case files of all disaster aid.
Starting Hourly Pay Rate is $22.007. Requirements / Qualifications : Minimum Qualifications : Post high school coursework / training in one or more of the following areas : emergency management, regional / urban / community planning, disaster planning, public safety program planning, transportation planning; public administration, business administration, social sciences or health sciences and / or experience in one or more of the following areas; emergency management, regional / urban / community planning, disaster planning, public safety program planning, transportation planning, public administration, business administration, social sciences or health sciences.
Legal Requirements : Persons in this class must successfully complete NIMS 100-200 and 700-800 and the following FEMA Independent Study Courses by the end of the original probationary period. As well as IS 1, 3, 120, 230, 235, 288, 546 and 820.
Other : Incumbents in this position, after a successful probationary period, are assigned as an Agency Watch Officer on a rotational basis. When serving as Watch Officer, incumbent must be available in the event of an emergency on a 24-hour basis for a seven day period. Additionally, incumbents must be able to report to the NEMA office within a timely manner and be available to travel away from home for up to two weeks at a time. Normal overnight travel up to 10-15% of work schedule. Incumbent physical requirements include : the ability to move / life / push / pull 50 lbs. on occasion and the ability to work in outdoor temperature extremes.
Background check / motor vehicle requests will be required. Must have a valid state driver's license. Knowledge of federal and state statues, plans and grant programs. Skill in writing in a precise, comprehensive manner; making decisions based on vague criteria and / or insufficient guidelines. Ability to communicate effectively with a diverse group of people local, state and federal governments and the public.
