LinQuest is seeking a Nuclear Command, Control, and Communications (NC) Subject Matter Expert to support our USSTRATCOM NC Enterprise Center (NEC) customer.

Our customer serves as principal enterprise systems engineering, enterprise architecture, and technical authority for the Nuclear C Enterprise within DoD and oversee systems engineering and integration for the entire National Leadership Command Capability (NLCC) infrastructure.

The NEC SE&I Division activities span the complex systems, programs and capabilities that compose the NC enterprise.

You will be a part of a major new design opportunity that will focus on engineering, analysis, and documentation of current and objective Enterprise Architectures.

This will involve architecture development / trade-offs for acquisition strategy decisions to evolve the Nuclear C System into a broader Strategic C / National Leadership Command Capability (NLCC).

Required Skills & Experience :

  • Possess experience using Nuclear C operational procedures currently used with the strategic nuclear capable forces in support of presidential and joint staff nuclear communications.
  • Experience conducting architecture / performance trade-off analysis, and engineering designs of Nuclear C systems.
  • Knowledge of digital engineering tasks related to cloud migration for NC modeling environments and analysis tools.
  • Assist government technical leads with the implementation of a cloud-based architecture integrating multiple software applications including Cameo Enterprise Architecture, Informatica Axon / EDC, Confluent Kafka, Tableau, KeyCloak, Red Hat OpenShift, and other custom applications.
  • Demonstrated knowledge and experience regarding Nuclear C and overall Nuclear C requirements, operations, and procedures and proven ability to prepare Nuclear C analysis, documentation, and reports.
  • Understanding of, and experience, with operations and technical characteristics of Nuclear C systems to include strategic communications systems, sensor and radar systems, and communications systems deployed at nuclear command centers and on nuclear capable platforms.
  • Knowledge of Nuclear C systems and operational and analytical experience in nuclear / strategic systems based upon experience within the Nuclear C community.
  • Participate on the technical design team for the future presidential senior leadership and COOP / COG architecture development efforts that will describe and integrate all current planning for modification, upgrade, evolution, and modernization of existing nuclear C system components forming the foundation for the NLCC.

These activities will focus on implementing System-of-System methodologies and integrating current system architectures of Senior Leader, COOP / COG, and NC components into a detailed, NLCC enterprise architecture.

Develop recommendations concerning continuation, modification, or elimination of current national leader and nuclear C system enhancement plans.

Coordinate the collection and assessment of current proven solutions and emerging concepts for national and nuclear C.

  • Detailed understanding of national policy, DoD / Joint Staff guidance, and technical performance criteria requirements regarding Nuclear C operations.
  • Collaborate with NC architecture teams to provide input to capture user requirements and use cases for improvement of the NC Digital Mission Engineering Environment (NDMEE).

Coordinate with enterprise Data Governance Group (DGG) to develop the NC enterprise data standards and processes for architectural products in the NDMEE.

  • Produce Engineering analysis reports that recommends to SE&I logical next steps of action based on documented gaps, studies, roadmaps, plans and solution sets.
  • Master’s degree in Engineering, Math or Computer Science plus + years’ experience.
  • At least years of demonstrated relevant experience with the USSTRATCOM NC Enterprise Center.
  • Knowledge of nuclear C systems and operational and analytical experience in nuclear / strategic systems based upon experience in the NC community.
  • Must have an active TS / SCI clearance to be considered for the position.

Preferred Skills & Experience :

  • Ability to apply enterprise architecture concepts to specific secure and survivable communications development tasks in a structured approach that supports the five Nuclear C functions.
  • Expertise in the areas of DoD acquisition / requirements processes, systems analysis, engineering, and nuclear weapons effects regarding communications within the Nuclear C system.
  • Experience working with senior Nuclear C community stakeholders such as OSD (NII), Joint Staff, and USSTRATCOM
