Minimum Qualifications Master’s degree in Social Welfare, Public Administration, Criminal Justice, Public Health, or a closely related field;

having 10 years of experience with adolescent or emerging adulthood youth, health and human services and workforce development and 3 years of experience in executive or professional management overseeing large scale diverse work portfolio with strong networking and partnership building skills.

Duties Description Reporting to the Commissioner, the Deputy Commissioner of the Division of Juvenile Justice and Opportunities for Youth (DJJOY), assisted by three Associate Commissioners, is responsible for 9 facilities which includes secure facilities, limited-secure facilities, non-secure facilities and Community Multi-Services Offices and Satellite Offices, statewide, that are responsible for the provision of services to youth and the family from day one of OCFS placement.

The Division provides services to youth in its care : with discrete units for youth with mental health, substance abuse and sexually harmful service needs;

individual and group counseling, medical and dental services, education, vocational / employment, recreational and ministerial services.

This position will be responsible for the following :

  • The establishment, operation and maintenance of residential youth rehabilitation centers including secure, limited secure, non-secure and community-based facilities and non-residential community-based projects including aftercare services.
  • Integrating all division rehabilitative services and developing, planning for and implementing program reorganization and program changes where appropriate.
  • Oversight of the Statewide Classification and Movement System providing intake services, detention monitoring, youth classification and movement, case management, youth transport throughout the State and across State lines via the Interstate Compact and the coordination of these services with the Office of Children and Family Services’ residential programs and aftercare services.
  • Providing program services for residents in OCFS’ care, which include educational / vocational, health, mental health, counseling (.

sexually harmful, substance abuse) and ministerial services.

  • Oversight of the Division’s facility and aftercare accreditation efforts.
  • Maintaining various and appropriate levels of security at facilities toward the protection of staff, youth, property and the community.
  • Oversight of Fire Safety and Code Compliance in DJJOY facilities to ensure that each facility develops and maintains a fire safety program consistent with all fire, safety, health and environmental standards, OCFS policies and procedures and the Codes, Rules and Regulations of the State.
  • Establishing policies, standards procedures and techniques to be used in the functioning and administration of the above program areas and assures their implementation.
  • Reviewing and evaluating programs and program operations to assure effective and efficient programming and resource utilization.
  • Receiving and reviewing status reports, unusual incident reports, child abuse investigations, special investigation unit reports and other monitoring devices submitted from subordinate staff to ensure integration and high-level consistency of programs.
  • Supervision of Associate Commissioners
  • Preparing annual DJJOY budget request for submission to OCFS management.
  • Representing DJJOY in the Statewide Labor / Management meetings with CSEA and PEF and on the OCFS Advisory Board.
  • Fostering good community relations, meets with community representatives regarding problems or potential programs of interest to communities.
  • Representing OCFS at meetings relative to DJJOY and presents OCFS input and ideas concerning programs for children and youth both statewide and nationwide.
  • Reviewing and critiquing legislative proposals, laws and mandates regarding rehabilitative services and makes recommendations to the Commissioner and Executive Deputy Commissioner.
  • Oversight of the Prison Rape Elimination Act (PREA) implementation and audits
  • Troubleshooting daily operational concerns and incidents.
  • Serves as a member of the Executive Team and is responsible for agency assignments as directed.
  • Responsible for working closely with Administration and Human Resources on hiring, recruitment, and disciplinary matters.
  • Responsible for scheduled and unscheduled visits to residential sites.
  • Knowledge of juvenile justice trends and national issues which impact on current practices.
