Job Summary :

The Human Resource Development Specialist will support an 18-months grant-funded initiative focused on recruiting, training, and retaining New Americans for direct care positions.

This role will develop and execute strategies to attract qualified candidates from diverse backgrounds, facilitate their integration into Rise, and develop programs and strategies to ensure they have the skills and support necessary to excel in direct care settings.

This is a full-time temporary grant-funded benefits-eligible position expected to last up to 18 months

Encourage early reporting of accidents / incidents, conduct accident investigations, and assist with initiating suitable return to work tasks after a workplace injury.

Take reasonable care to ensure your own, co-workers and persons served safety and health. Comply with state motor vehicle laws and regulations.

Act as a role model by demonstrating safe work behaviors.

Essential Functions :

  • Lead with a service focus Set the example for and lead others in focusing on providing excellent service for people served, their families, and all other people who support them, etc.
  • Recruitment and Outreach :
  • Develop and execute targeted recruitment strategies to attract immigrant candidates.
  • Collaborate with community-based organizations, human services agencies, immigrant services, and other stakeholders to increase the visibility of Rise jobs.
  • Work with the Advancement team to highlight Rise Diversity Equity and Inclusion efforts as part of our employer brand.
  • Ensure Rise recruitment materials are translated to meet the needs of New American team members.
  • Training and Development :
  • Assess the training needs of the New American team members and create training plans to improve their skills and performance.
  • Create and implement comprehensive training programs for new and current team members and managers, focusing on supporting the New American team members' technical skills and cultural competency needs.
  • Work with the HR team to assess, design, and conduct orientation programs for New Americans to help them understand the company culture, policies, and procedures.
  • Create and maintain employee development plans to help New American team members achieve their career goals.
  • Program Management :
  • Manage the day-to-day operations of the grant project, including reporting and compliance.
  • Collaborate with the Human Resources Manager and project team to monitor progress and evaluate the effectiveness of recruitment, retention, and training programs to ensure project goals are achieved.
  • Support and Retention :
  • Establish support mechanisms such as identifying external resources.
  • Work with the HR Manager to provide New American team members coaching, counseling, and mentoring to help them overcome performance issues.
  • Connect New American team members to mentoring and skills development opportunities,
  • Work with Rise's Diversity Equity and Inclusion Committee to create an Employee Resource Group to help New American team members connect and progress at Rise.
  • Develop, implement, and track employee retention strategies to reduce turnover and increase New American team member engagement.
  • Administer employee engagement and satisfaction surveys to identify areas for improvement and work with the HR Manager and supervisors to create action plans to address them.
  • Collaboration :
  • Work closely with program managers to understand their staffing needs.
  • Develop necessary support mechanisms and work with hiring managers to find solutions for hiring and retaining New Americans.
  • Build relationships with internal and external stakeholders and industry professionals to create a supportive network for New American team members.
  • Maintains knowledge of trends, best practices, regulatory changes, and innovative technologies in human resources, talent management, DEI, and employment law.

Requirements :

Required Education, Experience, and Other Qualifications

  • 4-year degree in Human Resources, Human Resource Development, Social Sciences, or related field.
  • Proven experience in human resources, particularly in recruitment and training, with a focus on diverse and immigrant populations.
  • A strong understanding of human services non-profit needs and challenges.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse groups.
  • Demonstrated ability to manage projects and adhere to grant compliance requirements.
  • Excellent interpersonal, negotiation, and collaboration skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and critical thinking skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Proven ability to act with integrity, professionalism, and confidentiality.
  • Technology skills : Proficient with Microsoft Office software (Outlook, Word, etc.), applicant tracking systems, and experience with HRIS systems.
  • Current, valid driver's license and ability to pass Minnesota Department of Human Services background check.
  • A driving record that demonstrates safe, legal driving habits

Preferred Education, Experience, and Other Qualifications

  • Cultural Competency Certification
  • Previous experience practicing person-centered techniques with people with disabilities or other barriers to employment
  • Proficiency in another language is a plus.

Working Conditions and Environment :

Hours of Work : Hours of work are typically daytime, Monday through Friday

Travel : Must be able to travel to various locations throughout the day in the Twin Cities area.

Work Environment : This job operates in a hybrid environment but will be require to travel to various locations throughout the Twin Cities area and attend meetings at assigned Rise office as needed.

The person in this position will also have to travel and work at different program and community partner sites.
