POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS) :

Project Overview :

The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) facility at Charleston, SC requires comprehensive base operating support services for the Charleston Federal Law Enforcement Training Center and its ancillary support facilities.

This includes providing student support services, with such activities as the operation and cleaning of dormitories, operation of the dining facility, and training support services of various types (such as providing range masters, role players for practical exercises, computer laboratory support, equipment issues, bus transportation, etc.

Facility-based services include activities such as janitorial services, waste removal, facility and grounds maintenance, office equipment, and furniture cleaning and movement.

Position Overview :

The Quality Control Manager is responsible for managing, implementing, and maintaining the Quality Control Program in accordance with the contract for comprehensive base operating support services for the Charleston Federal Law Enforcement Training Center.

The Quality Manager inspects work in progress and finished work for discrepancies in accordance with the Quality Control Plan and completes necessary inspection reports and documentation required to support findings.

THIS POSITION IS CONTINGENT UPON CONTRACT AWARD. ALUTIIQ WILL ACCEPT APPLICATIONS FROM INCUMBENTS CURRENTLY HOLDING THE SAME POSITION.

Primary / Major Duties and Responsibilities (Essential Functions) :

  • Develops, implements, and maintains Quality Control (QC) for the contract and ensures compliant performance.
  • Develop a QC Plan that includes methods to measure, track, analyze, and report performance trends, root cause analysis of deficiencies, implement corrective actions, and provide follow-up.
  • Maintains inspection documents accessible at any time by the Government and submits quality control metrics.
  • Provides analyses including corrective or preventive actions and results and submits proposed corrective action to bring performance to established metrics and standards.
  • Meets regularly with the Government as necessary and prepares minutes of the performance evaluation meetings.
  • Reviews and audits QC programs annually.
  • Ensures contract QC and contract performance review.
  • Conducts inspections of all contract functions to ensure compliance with the SOW.
  • Performs customer feedback analysis to determine the level of quality of the services provided.
  • Maintains a master policy file and monitors Standard Operating Procedures (SOP).
  • Reviews staff actions to ensure they comply with the QC Plan.
  • Acts as a liaison between local, state, and federal authorities on all quality issues.
  • Performs quality inspections and works with Government QC inspectors, writes reports, and conducts quality control analysis.
  • Serves as the primary point of contact for Government quality assurance visits and responses.

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent.

REQUIRED QUALIFICATIONS AND EXPERIENCE :

  • Possess at least three (3) years of recent (within the past 10 years) responsible experience in the inspection and oversight of facility-related work including maintenance, repairs, and preventive maintenance.
  • Must have demonstrated skills and knowledge in the written documentation of work acceptance, rejection, and noted deficiencies.

This includes work performed by the Facilities and Grounds Maintenance staff as well as subcontractors hired by the Contractor.

  • Possess a demonstrated knowledge of applicable codes and regulatory requirements, including but not limited to, the International Building Code, National Electric Code, National Fire Protection Code, and various Federal, State, and Local code requirements.
  • Must have proficiency in oral and written communication in English.
  • Must have basic computer skills including the ability to input data into the system and generate various reports and correspondence as required.
  • Must be a U.S. Citizen
