Director of Clinic Operations Eugene Oregon Primary Care Clinic

Oregon Integrated Health is seeking a full-time Director of Clinic Operations t o provide efficacy, employee leadership and clinical growth within our primary care model and throughout the community of Eugene.

OIH has 3 other locations in Portland, Florence, and Salem that each have directors. This position is part of the team of leadership that work together with Human Resources and the owners of the company to develop and carry out the strategic plan and goals of the business.

The candidate must have excellent employee relation skills as 10% of the position will include Human Resources tasks such as time off requests.

The clinical director in Eugene will have the passion and skill to push our mission through outcome-based strategies, quality metric programs, and help lead a driven focused team providing highly impactful clinical work throughout the Lane County area.

Oregon Integrated Health has a network of vendors that support HR functions such as Benefits, Payroll an HR platform that automates operational tasks for employees.

We are seeking an enthusiastic, detail-oriented candidate to be a clinical director.

The Clinical Director will lead and participate in the following activities :

  • Direct the initiatives and program requirements for the Eugene location to be certified as a Patient Centered Primary Care Home, Vaccine for Children Clinic, add an oral health program and Integrated Behavioral Health Program modeled from our Eugene location and expand the Home Health program.
  • Engage and build a team dynamic with the clinical staff at the Eugene location with weekly meetings and working towards improving current and future workflows that are standards for the clinical care provided at the clinic
  • Evaluations, trainings, and meetings with all clinical staff in Eugene.
  • Clinic delivery system planning and implementation of select programs that include :
  • Quality Metric Program
  • Wellness events
  • The clinical director in Eugene will work with our Community Health Workers on ensuring quality metrics from the CCO and other programs are implemented at the clinic level.
  • Eugene community engagement with local chamber, medical clinics, hospital, and emergency services such as the Mobile Crisis Response Program.
  • Organizing internal day to day medical operations, including safety programs, updating policies and procedures, and ensuring compliance with all applicable federal, state, county, and city regulations for primary care operations.
  • Data Reporting / Health outcomes for Grants applied for and awarded from our CCOs, Community Partners and Payors.
  • Present and report outcomes in administrative meetings.
  • Ensure patient health information within Primary Care is maintained in compliance with all applicable internal and external regulations, regarding privacy, accuracy, and timeliness.
  • Document and maintain electronic health record (EHR) and ancillary records in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations.
  • Maintain accurate and up-to-date documentation working with our provider liaisons associated with billing, assessment, treatment, clients progress and other activities as required.
  • Manage patient complaints and grievances in a manner that respects and honors patient rights and responsibilities and demonstrates professional boundaries and ethics.
  • Human Resources : recruitment, benefits, payroll, time off requests, onboarding, performance reviews and improvement programs
  • Assist in crisis situations as appropriate, following emergency protocols / procedures and coordinating with the treatment team with interventions which support a trauma informed environment for clients and staff.

Qualifications

  • Experience in community outreach and marketing, with ability to develop a community presence.
  • Maintain working knowledge of current regulatory requirements affecting practice and exhibit the value of continuous learning.

Oregon Integrated Health will support educational courses to ensure that we are up to date on language, regulations, and cultural competency practices.

Establish and enhance culture of evidence-based decision making in both clinical and management initiatives while articulating and demonstrating an expectation for continuous quality improvement, as well as exhibiting, supporting and modeling company values and service standards.

Identify and provide growth opportunities for staff.

  • Bachelor’s degree from an accredited school in healthcare, public health, biology, behavioral science or an equivalent combination of education and experience is required.
  • A minimum of three years of experience in a primary care setting with progressive responsibility.
  • Three years in a supervisory role.
  • Experience working in a Patient Centered Primary Care Home (PCPCH), Federally Qualified Health Center (FQHC) or Certified Community Behavioral Health Clinic (CCBHC) is preferred.
  • Expertise in working in clinic-based laboratories and CLIA.
  • Expertise in pharmacology and medical / clinical decision-making best practices.
  • Expertise in medical supplies and their maintenance.
  • Integrity in time management, independent schedule, and accountability of work completion.
  • Demonstrate the competencies to manage the day-to-day operations.
  • Experience working with vulnerable populations.
  • Proficiency in Health Information Technology, including running reports to enter data and retrieve data to direct primary care operations.
  • Ability to work in a fast-paced environment while handling multiple tasks calmly, professionally and with flexibility
  • Possess a friendly and outgoing demeanor, optimistic and enthusiastic, wiling-to-help attitude
  • Ability to interact in a professional, pleasant and confidential matter at all times and with all levels of personnel
  • Effective employee relations skills

Education and Experience :

Bachelor’s degree in Business Administration, Human Resources or related field

JOB DETAILS :

Duties are performed in clinical office Eugene clinical office relocated to a new office space on 3 River Avenue Eugene OR 97404.

  • Salary Based on Experience
  • $5000 Sign On Bonus, paid first pay period following 90 days of employment with OIH
  • Health, Vision, Dental Benefits paid at 50% of Base Plan offered by OIH, eligible after 60 days of employment
  • 401K Benefit : OIH matches 100% of your contributions up to 3% of your compensation, plus OIH matches 50% on your deferrals that are greater than 3%, but less than or equal to 5% of your compensation (Eligibility Requirements : 1yr employment, 1000hrs worked, at least 21yrs of age)
  • Eligible for OIH Benefits after 90 Day Probation Period
  • State Medical License 100% reimbursed, completing 90 days of employment
  • Continuing Education Benefit up to $700 annually, completing 90 days of employment
  • 8 Holidays Per Year :
  • 7 Clinic Closures, 1 Floating Holiday, eligible immediately upon hire
  • PTO 160 Hours Per Year :
  • Vacation PTO accrues based on time worked, with a maximum annual accrual of 80 hours per FTE 1.0, available for use after 90 days of employment
  • Frontloaded PTO is uploaded based on time worked, with a maximum annual eligibility of 80 hours per FTE 1.0, available for use after 90 days of employment
  • Protected Sick Time accrues 1 hour for every 30 hours worked, max use of 40 per year, available immediately as time accrues after first day of employment
