Director of Human Resources and Risk Management

Purpose of Classification :

As the Director of Human Resources and Risk Management for the City of Sandy Springs, you'll play a leading role in driving a culture of excellence, innovation, and continuous improvement.

We are searching for an experienced Human Resources leader with a passion for people, an eye for operational processes, and enthusiasm for fostering a positive, engaging workplace culture.

The Director of Human Resources and Risk Management is a critical member of the City's Senior Leadership Team, working across the organization to drive organizational effectiveness, foster a positive workplace culture, minimize risk, and ensure compliance with relevant regulations and laws.

Essential Functions :

  • Partner with senior leadership across departments and divisions to align HR initiatives with business priorities and implement strategies in alignment with the City's adopted priorities.
  • Oversee the recruitment and selection process to attract top talent.
  • Provide leadership, mentorship, and coaching to HR staff to foster their professional growth and development.
  • Serve as a trusted advisor and subject matter expert to enhance the City's employee experience. Conduct research and benchmarking analyses to identify best practices and make recommendations for strategies and solutions that support employee engagement.
  • Evaluate strategies and effectiveness through a data driven approach, utilizing data to inform priorities and measure the effectiveness of programs and initiatives.
  • Lead succession planning initiatives, ensuring the City will have the staff support to thrive for years to come.
  • Identify and establish programs to support key staff training needs.
  • Ensure effective onboarding processes to integrate new hires into the organization.
  • Serve as the point of contact for employee relations, fostering a positive and respectful workplace culture.
  • Ensure fair and equitable compensation practices aligned with market trends and internal equity.
  • Implement a performance management system to effectively manage employee productivity.
  • Offer expert advice to the Senior Leadership Team and management staff on all HR-related matters.
  • Manage Human Resource related third-party vendors.
  • Establish and maintain positive employee relations by fostering a culture of open communication and trust.
  • Lead performance management initiatives, including goal setting, performance reviews, and feedback mechanisms.
  • Identify organizational training and professional development opportunities for continuous improvement.
  • Foster a culture of learning and knowledge sharing throughout the organization.
  • Stay informed about emerging HR trends and best practices.
  • Continuously evaluate and improve HR processes and systems to enhance efficiency and effectiveness.
  • Address employee concerns and grievances in a fair and timely manner.
  • Develop and implement HR policies and procedures to mitigate risks and ensure legal compliance and ensure compliance with all applicable employment laws and regulations.
  • Manage and update HR policies to ensure the City remains competitive for recruitment, including compensation, benefits, health, safety, and other relevant matters.
  • Inform City staff of relevant policies and procedures, staff events, professional development opportunities, training, and other initiatives.
  • Ensure compliance with federal, state and local employment laws and compliance with City policies & procedures.
  • Oversee the City's insurance and risk management program, assessing and identifying risks that could impede the reputation, safety, security or financial success of the City.
  • Conducts risk assessments, collecting and analyzing documentation, statistics, reports, and market trends.
  • Establishes policies and procedures to identify and address risks in the City's services and departments.
  • In partnership with the City's CFO, recommends and implements risk management solutions such as insurance, safety and security policies, business continuity plans, and recovery measures.

Minimum Qualifications :

  • A visionary individual with a passion for public service, innovation, and making a positive impact on the community. A Bachelor's degree from an accredited university in Human Resources, Public Administration, or related field is required.
  • Experienced HR professional who will demonstrate leadership, mentorship, effective conflict resolution and communication skills.

Preferred Qualifications :

  • Masters Degree in related field.
  • 5+ years of experience in a Human Resources management role, with demonstrated ability to manage and develop high performing teams.
  • Seasoned leader with a demonstrated track record of creating and articulating people management strategies and building strong cross-functional teams and relationships.

Specific License or Certification Required : None.

Specific Knowledge, Skills, or Abilities : Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Must possess and maintain a valid Georgia driver's license. Must pass criminal background check, credit check, and pre-employment drug screen.

Includes determining strategic and tactical decisions at the highest organizational levels of authority and responsibility.

  • Human Interaction : Requires the ability to function in a director capacity for a major organizational unit requiring significant internal and external interaction.
  • Equipment, Machinery, Tools, and Materials Utilization : Requires the ability to operate, maneuver and / or control the actions of equipment, machinery, tools, and / or materials used in performing essential functions.
  • Verbal Aptitude : Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and / or design data and information as applicable.
  • Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages;

may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Functional Reasoning : Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables;

and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.

Situational Reasoning : Requires the ability to exercise judgment, decisiveness, and creativity in critical and / or unexpected situations involving moderate risk to the organization.

ADA Compliance :

Physical Ability : Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and / or pulling of objects and materials of light weight (5-10 pounds).

Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals.

Some tasks require the ability to communicate orally.

Environmental Factors : Essential functions are regularly performed without exposure to adverse environmental conditions.
